SUBJECT: Presentation Regarding Proposed Charter for Scott County Association for Leadership and
Efficiency (SCALE) Unified Economic Development, Land Use and Transportation Plan, and
Request to Adopt a Resolution Adopting the Charter
MEETING DATE: September I, 2009
BACKGROUND:
Council is expected to receive a presentation by Janet Williams/Mayor and Barry Stock/City Administrator of
Savage, and Thomas Terry/City Administrator of Elko-New Market regarding the SCALE Unified Economic
Development, Land Use, and Transportation Plan Charter.
SCALE has identified several strategic initiatives, with Economic Development being a long term priority. The
SCALE 2008 Transportation Task Force recommendations included completing a Unified Economic
Development, Land Use, and Transportation Plan Charter. A Charter Working Group was created, has been
meeting throughout 2009, and developed a Charter that provides a vision for unified economic development,
land use and transportation planning within Scott County. The Charter is intended to provide focus, direction
and policy guidance as the SCALE communities move forward into a more formal effort. In the context of
developing a unified plan, this overarching document has been developed to memorialize the areas SCALE
communities agree to collaborate on in this joint planning effort.
The SCALE Unified Land Use and Transportation plan is one ofthe recommendations from the 2007 report.
The overarching goal of the SCALE Unified Plan effort is to develop a county-wide economic development,
integrated land-use and transportation strategy to achieve a vision of employing 50 percent of the county's labor
force within the county by 2030. The Unified Plan is intended to provide valuable information to project
partners including the county, cities, the Shakopee Mdewakanton Sioux Community (SMSC) and townships as
they make day to day economic development, land use, and transportation decisions.
RELATIONSHIP TO CITY GOALS:
This item relates to Goal B. high quality of life; Goal D. vibrant, resilient and strong; and Goal E. financially
strong.
ALTERNATIVES:
1. Offer and Pass Resolution No. 6934, A Resolution of the City of Shako pee adopting the SCALE Charter for
a Unified Economic Development, Land Use and Transportation Plan.
2. Table the matter for additional information.

If the Council has no questions regarding the proposed charter, then offer and pass Resolution No. 6934, A
Resolution ofthe City of Shakopee adopting the SCALE Charter for a Unified Economic Development, Land

RESOLUTION NO. 6934
A RESOLUTION OF THE CITY OF SHAKOPEE ADOPTING THE
SCALE UNIFIED ECONOMIC DEVELOPMENT, LAND USE,
AND TRANSPORTATION PLAN CHARTER AND
AUTHORIZING THE APPROPRIATE CITY OFFICIALS TO
EXECUTE THE CHARTER ON BEHALF OF THE CITY OF
SHAKOPEE
WHEREAS, the Scott County Association for Leadership and Efficiency
(SCALE) was created in 2003 to encourage greater efficiencies and leadership in public
service through enhanced communication, collaboration of services and sharing of
resources; and
WHEREAS, Shakopee has supported the mission of SCALE since its inception;
and
WHEREAS, the SCALE general membership at their meeting on July 17,2009
unanimously supported the adoption of the SCALE Unified Economic Development,
Land Use and Transportation Plan Charter; and
WHEREAS, the SCALE Unified Economic Development, Land Use and
Transportation Plan Charter establishes a vision for Scott County and all of the
governmental jurisdictions in Scott County in support of coordinated efforts to achieve
sustainable land use and transportation enhancements: and
WHEREAS, providing for the efficient distribution of goods and services to
business and communities along with travel mode choice is consistent with aU local
comprehensive plans within Scott County including the City of Shako pee's adopted 2030
Comprehensive Plan; and
WHEREAS, ensuring flexibility to meet the demands of the changing economy
and market environments will promote private investment opportunities; and
WHEREAS, aligning infrastructure (highways, sewer, water and fiber) with
appropriate land use will promote private investment opportunities; and
WHEREAS, the SCALE Unified Economic Development, Land Use and
Transportation Plan Charter is the backbone visioning document that will help SCALE
accomplish their goals; and

WHEREAS, the SCALE Economic Development, Land Use and Transportation
Plan Charter is consistent with the goals of SCALE including the following:
. A reduction in the number of trips crossing the Minnesota River
. The creation of job sites within Scott County to support 50% of the
residents living within Scott County by 2030
. Improved linkages between the transportation system and land use
development to maximize the effectiveness and compatibility of both in
communities and the County
. The establishment of high quality locations for business development with
excellent transportation access which in turn will support better public and
private investment opportunities
. Improved freight access to key terminals and improved freight flows to
regional commercial and industrial centers;
NOW THEREFORE BE IT RESOLVED that the Shakopee City Council
hereby adopts the SCALE Unified Economic Development, Land Use, and
Transportation Plan Charter and authorizes the appropriate City officials to execute the
Charter on behalf of the City of Shakopee.
Adopted in session of the City Council of the City of Shakopee, Minnesota held
