In the context of developing a unified plan, this overarching document has been developed to memorialize the areas SCALE communities agree to collaborate on in this joint planning effort. The SCALE Unified Land Use and Transportation plan is one ofthe recommendations from the 2007 report. The overarching goal of the SCALE Unified Plan effort is to develop a county-wide economic development, integrated land-use and transportation strategy to achieve a vision of employing 50 percent of the county's labor force within the county by 2030.
