SUBJECT: Clothing Policy Modification

Comment:
Introduction:
The City Council is asked to modify the City's clothing policy, to allow for the City to
supply 1) logo-embroidered clothing for the City Council, and 2) allow retiring
firefighters with more than 20 years of service to retain their dress uniforms.
Background:
The City has adopted Resolution 6416 which established a policy allowing certain
employee positions to be provided with City-provided clothing. The clothing usually
contains an embroidered logo so as to identify the employee as working for the City of
Shakopee. Some clothing is provided through Union contract; others are provided by
policy.
Some members of Council have requested the ability to obtain shirts from the City of
Shakopee, so as to make themselves better identifiable during the "Nite to Unite" and
similar events. In order to do this, the City's clothing policy would need to be modified.
In addition, the City went to a "Class A" uniform for fire fighters in 2005. The policy
should also be modified to accommodate the "existing practice of allowing retiring
firefighters of more than 20 years of service to retain their dress uniform.
Budget Impact:
A single polo shirt, with embroidery, will cost in the $20-30 range. That can be absorbed
in the City Council's budget. The firefighter dress uniform cost is $575; funding for that
is provided in that department's budget.
Recommendation:
I recommend that each Council member be allotted one shirt per year at City expense.
Further, the Council should allow retiring firefighters with more than 20 years of service
to retain their dress uniforms.
Relationship to Visioning:
This supports Goal F-Housekeeping.
Action Required:
If the Council concurs, it should, by motion, approve the following:

A RESOLUTION AMENDING RESOLUTION 6416
SETTING A UNIFORM/CLOTHING POLICY
Whereas, there is a need for the City of Shakopee to provide
appropriate attire for City representatives for various reasons; and
WHEREAS, Resolution 6416 shall be amended to authorize City-provided
clothing to be issued in the following circumstances:
1. Fire Department Class A Uniform
For each member of the Fire Department that has completed a year
of service, the city will provide a Class A uniform consisting
of: cap, jacket, shirt, tie, belt, trousers, shoes and gloves.
The city retains ownership and pays for repair or replacementL
firefighters with more than 20 years of service shall be allowed
to retain their dress uniforms upon retirement.
2. Police Non-union Supervisors
The city will provide the same as union members.
3. Items Issued to new Police Officers
2 pair navy blue pants, 2 short sleeve navy shirts, 2 long sleeve
navy shirts, 1 navy jacket w/ removable liner, 1 bulletproof
vest, 1 navy uniform hat (Midway round cap), 1 navy winter hat, 2
navy blue ties, 1 rain jacket (black w/orange lining), 1 rain hat
cover {black w/orange lining), 1 basket weave black leather
trouser belt, 1 basket weave black leather duty belt, 1 basket
weave black leather~ilent key holder, 1 basket weave black
leather magazine holder (can be open top), 1 basket weave black
leather glove holder, 1 basket weave black leather handcuff case,
1 basket weave black leather flashlight (full size) holder, 1
basket weave black leather baton holder, 1 basket weave black
leather radio holder, 1 basket weave black leather security
holster (if using dept issued firearm), 1 basket weave black
leather set of belt keepers, 1 basket weave black leather
chemical spray holder, 1 pair handcuffs, 1 21-inch Asp baton, 1.8
oz. Sabre Red, 2 badges (silver), hat badge.
4. Police CSO

vest, 1 navy winter hat, 1 rain jacket (black w/orange lining), 1
basket weave black leather trouser belt, 1 basket weave black
leather duty belt, 1 basket weave black leather silent key
holder, 1 basket weave black leather glove holder, 1 basket weave
black leather handcuff case, 1 basket weave black leather radio
holder, 1 basket weave black leather set of belt keepers, 1
basket weave black leather chemical spray holder, 1 pair
handcuffs, 1.8 oz. Sabre Red, 2 badges (silver) , hat badge.
5. Fire Inspector
The city will provide a $500 per year allowance.
6. Custodial Staff
The city will provide five shirts and one jacket per year.
7. Facilities Maintenance Staff
The city will provide five shirts and one jacket per year.
8. Recreation Staff
The city will provide one shirt per year.
Arena staff; one shirt and one jacket per year.
Community Center staff (Building Supervisors, front desk and
fitness); four shirts per year, jacket may be substituted.
Teen Center staff; two shirts per year.
Pool Staff; the city will provide one swim suit and shirt per
year. Managers receive one additional shirt per year. Aids
receive one shirt per year.
9. Public Works Supervisors
The city will provide the same as union members.
10. Engineering and Inspection
The city will provide one cap and/or one jacket per year for
field personnel for identification purposes.
11. Safety Items
This includes items such as hard hats, reflective vests/shirts,
hearing protection, fire fighters turn-out gear, personal
equipment for chain saw operators, etc.
12. Ci ty Council
One shirt per year
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA, that the City Council hereby adopts an amended
Uniform/Clothing Policy.
