CITY OF SHAKOPEE
MEMORANDUM COr~SENT
TO: Mayor & City Council
Mark McNeill, City Administrator
Bruce Loney, Public Works Director
FROM: Michael Hullander, Public Works Superintendent
DATE: August 5,2009
SUBJECT: Sanitary Sewer Television Inspection
INTRODUCTION:
Public Works has received three quotes for the television inspection of 98,500 linear feet
of main line sewer.
BACKGROUND:
In 2005, City Council approved a formal policy for the inspection and maintenance of the
sanitary sewer system. Part of that policy requires the television inspection of sanitary
sewer mains every 10 years. Staff is requesting to televise 70,700 linear feet to meet the
10% requirement of the City's system. Staff is requesting to televise an additional 27,800
linear feet for engineering purposes to review the condition of the main lines for proposed
future slip-lining, street over-lays and re-con projects. Television inspection allows staff
to identify any defects such as tree root growth, off-set joints, protruding taps, sags, and
cracks which could potentially cause a blockage or collapse in the system.
Staffhas received three quotes and is requesting council authorization to approve and
accept the low quote from Midwest Trenchless Technologies, Inc. for the quoted price of
$0.33 per linear foot. The total cost for televising 98,500 linear feet is $32,505.00. The
low quote for 2008 televising was $0.38/LF.
Vendor Cost per foot
Hydro- V ac, Inc. $0.349/LF = $34,376.50
Pipe Services $0.37/LF = $36,445.00
Midwest Trenchless Technologies, Inc. $0.33/LF = $32,505.00
AL TERNA TIVES:
1. Accept the low quote from Midwest Trenchless Technologies, Inc. for $0.33 per
linear foot to televise 98,500 linear feet of sanitary sewer mains.
2. Deny the request and do not accept the low quote.
3. Table for additional information.
RECOMMENDATION:
Staff recommends alternative No. 1.
