SUBJECT: Approval of Sidewalk Connections on CSAH 21 Project

INTRODUCTION:
Staff, in its final review, has looked at making additional sidewalk connections with the
C.R. 21 Project and needs Council approval to make these connections or delete them
from the project.
BACKGROUND:
In the final review of the plans, staff did review the sidewalk connections in the area,
particularly arounLSouthbridge Parkway and C.R. 18 and also with the Riverview Fields
and Bluff develop ents. There are two sidewalk connections that are being proposed for
Council review and as follows:
. CSAH 18 east sidewalk connection, from CSAH 21 to Crossings Boulevard.
. Riverside Fields 4th Addition sidewalk connection, from Rye Court to CSAH 21
trail.
With this memorandum, staff has the following items for Council review and discussion
and as follows:
. Aerial drawings and plan view of CSAH 18 connection, from Crossings
Boulevard to CSAH 21 and a proposed sidewalk connection into the commercial
district that mayor may not be needed some day.
. Aerial view of the sidewalk connection, from Rye Court to CSAH 21, which is a
5% maximum grade to meet ADA requirements.
. Cost estimate for the two sidewalk connections.
. Elementary School boundary limits showing the School District boundary of
elementary schools and busing routes.
. Preliminary plat drawing of Riverside Fields
. Overall sidewalk/trail map of Southbridge/Riverside Fields area
. Pictures of sidewalk between Lots 10 & lIon Rye Court
For the CSAH 18 connection, staff initially felt that an easterly connection to CSAH 21
could be a high conflict of pedestrians with vehicles due to the amount of right and left
turn movements coming out of the commercial district. In review with the design
engineer and County staff, improvements can be made and it is felt that a safe crossing
can be made. Due to the volume of traffic on both CSAH 21 and CSAH 18, it would be
best to make this sidewalk connection to facilitate pedestrians in the area and on both
sides of major County roads.
Also, a significant amount of grading would need to be done if the sidewalk connection
were to be done in the future and that would be a City cost. It is proposed that with this
connection the County would be doing the grading work. The City would be responsible
for 50% of the pipe work, 100% of the concrete curb & gutter and concrete sidewalk.
The estimated cost for this connection is $6,741.04, which includes 21% County
administrative fee for these improvements which includes Federal funding. Upon further
review, staffwould recommend that this connection be made.
For the sidewalk connection on Riverside Fields 4th Addition, from Rye Court to CSAH
21 trail - staff is following up from a preliminary plat condition in which a sidewalk
connection was shown on Rye Court and in between Lots 9 and 10 to make a connection
to CSAH 21. The actual sidewalk route was built between Lots 10 and 11. The cost of
making this connection is approximately $19,585.61, which also includes two pipe
culverts under the sidewalk for storm water flow between the pond.
Staff has additional concerns with this item, as both of the houses have been sold and
there is not a sidewalk easement provided for the sidewalk between the lots on Rye
Court. Also, staff is wondering how useful this connection will be considering that some
day sidewalk and trail connections will be provided along Crossings Boulevard
connecting Pike Lake Road and CSAH 18.
Currently, this sidewalk connection ends at the end of the lots on Riverside Fields 4th
Addition and into a pond. In order to make the connection, pipe culverts need to be
installed, significant grading work needs to be done into the pond area and switchback
design of the sidewalk grade in order to meet Federal ADA Standards to make the
connection to future CSAH 21 trail.
The amount of money that the City was going to pay the County towards the CSAH 21
Project has been greatly reduced due to the County being successful in obtaining
additional Federal stimulus dollars for this project. Thus significant funds do exist in the
City's Capital Improvement and State Aid Funds to fund these improvements. The
question for Council is to decide whether or not these connections should be made at this
time or at all and if to be made, to add to the CSAH 21 Project.
ALTERNATIVES:
1. Approve a motion approving the CSAH 18 sidewalk connection, from Crossings
Boulevard to CSAH 21.
2. Approve a motion approving the sidewalk connection of Riverside Fields 4th
Addition, from Rye Court to CSAH 21 trail.
3. Do not approve the CSAH 18 sidewalk connection at this time.
4. Do not approve the sidewalk connection of Riverside Fields 4th Addition, from
Rye Court to CSAH 21 trail at this time.

RECOMMENDATION:
Staff has discussed the sidewalk connections and the CSAH 18 connection will be a safer
connection for the public, especially as traffic and development grows in this area. The
City's costs in installing this improvement would be at a minimum, with the County
picking up most of the grading work and the County is applying Federal funds to the
City's cost. The Riverside Fields 4th Addition sidewalk connection is to meet a
preliminary plat condition. Staff believes the sidewalk connection was installed along
Rye Court and in between two lots with the ultimate goal to connect to the CSAH 21
trail. There are concerns in making this connection due to the lack of sidewalk easement,
impact to the storm water ponds and minimum value as a connection to CSAH 21, once
the trail and sidewalk connection are made on Crossings Boulevard to Pike Lake Road.
ACTION REOUESTED:
1. Approve a motion approving the CSAH 18 sidewalk connection, from Crossings
Boulevard to CSAH 21.
2. Approve a motion approving to install or not to install the sidewalk connection of
Riverside Fields 4th Addition, from Rye Court to CSAH 21 trail.
