Introduction
The Council is asked to approve the attached job descriptions for part-time officers of the Fire
Department.
Background
The Council approved formal job descriptions for each of the part-time officers in the Fire
Department in the fall of 2007, prior to the appointment of full-time Chief Rick Coleman. The
general duties of each officer position were previously outlined in the Department's bylaws.
Officers are appointed to serve two-year terms. Those selected and appointed following the
adoption of the current job descriptions in the fall of 2007 are now approaching the end of their
terms. After leading the Department for slightly more than year and working with the existing
structure, Chief Coleman would like to make some changes to the position descriptions and the
overall organizational chart, prior to making officer appointment for the next two-year term.
Budget Impact
The proposed changes are budget neutral in terms of salary costs. (see Attachment A).
Relationship to Vision
This item contributes to Goal D - a vibrant, resilient and stable City organization.
Requested Action
. If it concurs, the Council is asked to offer a motion to approve the attached job descriptions for
the positions of Assistant Fire Chief of Operations, Deputy Chief of Training, Deputy Chief of
Engineering, Station Captain, Lieutenant, Engineer, and SCBA Coordinator, and move its
adoption.

JOB DESCRIPTION
POSITION: ASSISTANT FIRE CHIEF of OPERATIONS
STATUS: PART-TIME
DEPARTMENT: FIRE
REPORTS TO: FIRE CHIEF
JOB SUMMARY:
This position manages or oversees various programs within the Fire Department including the
training and safety programs; special response teams, the Department's standard operating
guidelines and policies; and the coordination of vehicles, equipment and facilities. Responds to
emergency incidents and assumes command as necessary or assigned. Assists the Fire Chief with
the overall operation and management of the Department.
SUPERVISION RECEIVED AND EXERCISED:
Work is performed independently under the general direction of the Fire Chief.
Performs varying forms of supervision and work direction for paid-on-call firefighters and fire
officers at emergency scenes and in other settings.
ESSENTIAL AND RESPONSIBILITIES DUTIES:
. Responds to emergency incidents within the Shakopee Fire District and other communities of
the Mutual Aid Association and assumes command as necessary or appropriate.
. Manages and evaluates personnel at the scene of emergencies and other settings.
. Assists in planning, directing, and managing the operation of the fire department, coordinates
functions and activities through reviews with subordinate officers, and develops long-term
plans for improving and attaining more effective operations.
. Assists in the supervision of such administrative matters as the assignment of personnel, the
requisitioning of materials, supplies, equipment and apparatus, the preparation of the annual
budget, and the maintenance of adequate records.
. Participates in civic programs, fire prevention and fire safety programs.
. Attends Scott County Fire Chief meetings on a regular basis.
. Serves as department liaison between the community and local support agencies.
. Assists subordinate officers with carrying out their job responsibilities.
. Performs other duties or tasks as assigned.
. Must meet a 42% annual attendance requirement.
SPECIFIC DUTIES:
. Manages and administers the Fir~ Department's safety and health program.
. Oversees all Department training activities to ensure compliance with all appropriate training
standards and regulations (i.e., OSHA rules and regulations, NFP A guidelines, etc.)
. Manages all of the training and special response teams of the department, including the
HazMat, Water, High Level and Confined Space teams.
. Manages and maintains the Fire Departments standard operating guidelines and policies.
. Develops or assists with developing the operating budget, capital equipment budget, and
other miscellaneous equipment requests.
. Coordinates the paperwork for firefighters injured on duty and assures required forms and
documents are complete.
. Coordinates and organizes emergency standby crews, as directed by the Fire Chief.
REQUIRED KNOWLEDGE, SKILLS & ABILITIES:
. Operations, services and activities of the Fire Department
. Principles, practices and methods of comprehensive fire suppression, hazardous materials,
emergency response, safety and injury prevention, and emergency medical services.
. Principles of supervision, training and performance evaluation.
. City and Fire Department personnel policies and procedures.
. Considerable knowledge of fire prevention methods and area ordinances and regulations
relating to fire prevention.
. Considerable knowledge of the location of streets, fire hydrants, and other types of buildings
construction, sprinklers, and detection devices, usages, and special hazards in the community.
. Ability to react quickly and calmly in emergencies and to direct the works of subordinates in
emergency situations.
. Ability to express ideas clearly and concisely, orally and in writing, to groups and

MINIMUM QUALIFICATIONS:
. 7 years of firefighting experience
. 5 years of supervisory experience, at the rank of Captain or higher
. Certification in National Incident Management System (700,100,200)
. Additional experience in preparation and delivery of training programs.
. Additional experience as a paid-on-call firefighter or other public safety emergency
responder is desirable.
. Employee in good standing of the Shakopee Fire Department
SPECIAL REQUIREMENTS:
. Training for Company Officers through a technical College within 1 year of hire.
. Certification in National Incident Management System (300,400) within 1 year of hire.
PHYSICAL DEMANDS & WORKING CONDITIONS:
A significant amount of work is in a normal office environment. However, the Assistant Fire
Chief is also required to meet all requirements and perform all duties of a firefighter.

JOB SUMMARY:
This position manages and coordinates weekly training sessions and provides work direction and
general supervision to subordinate officers. Also assists with proper documentation and training
record keeping for all firefighters. Responds to emergency incidents and assumes command as
necessary or assigned. This position also assists the Chief and Assistant Chief with the overall
operation and management ofthe Fire Department.
SUPERVISION RECEIVED AND EXERCISED:
Work is performed independently under the general direction of the Assistant Fire Chief. This
position is responsible for the supervision of all firefighters during training sessions and for general
supervision over subordinate officers at emergency scenes.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
. Responds to emergency incidents within the Shakopee Fire District and other communities
ofthe Mutual Aid Association, and assumes command as necessary or appropriate.

encourages employees to attend.

. Assists and participates in matters of discipline and morale; enforces department procedures
and guidelines. Particularly as it relates to the conduct and progress of probationary
firefighters and the conduct and attendance of firefighters participating in training sessions.

Work is performed independently under the general direction of the Deputy Chief of Engineering.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
. Responds to his/her assigned station for emergency incidents within the Shakopee Fire
District and other communities of the Mutual Aid Association.
. Performs maintenance and repairs of all self-containing breathing apparatus of the Fire
Department.
. Maintains an up-to-date inventory of all self-containing breathing apparatus and related
maintenance equipment ofthe Fire Department.
. Prepares and implements a preventative maintenance schedule for the Department's self-
containing breathing apparatus and related equipment.
. Assists with the development of capital equipment and maintenance budgets for assigned
station's self-containing breathing apparatus.
. Keeps records in accordance with applicable standards.
