Requests:
City Council has asked to give approval to a number of requests from the Derby Days
Committee and City staff, related to this year's event. Derby Days is to run this year
from July 29th to August 2nd.
Background:
Attached is a request for action and supporting information from the Shakopee Derby
Days Committee. To summarize, the issues from which the City Council needs to act is
as follows:
1. Authorize beer sales by the Shako pee Jaycees in Huber Park Thursday through
Saturday night. This will allow for beer sales until 11 :30 PM, and for all alcohol
to cease to be consumed in the Jaycees tent at midnight.
2. Authorize the extension of Huber Park hours to midnight on Friday and Saturday,
from the normal 10 PM closing. This request was approved last year, and no
complaints were received regarding noise. In view ofthe midnight alcohol
consumption deadline, the request is to allow the park to remain open until 1 :00
AM.
3. Authorize the use of Huber Park without paying a usage fee and damage deposit.
This was approved by Council last year.
4. Allow food vender parking on Bluff Avenue during the Taste of Shako pee from 2-
8pm on Thursday, July 30th. In addition, the gate that is located between the
parking lot and Bluff Avenue is requested to be unlocked and be open, so as to
load and unload.
5. Authorize Placement of Derby Days advertising signage. These would be banners
that would be placed at seven locations throughout the community.
6. Authorize the work requested of Public Works employees. See attached request
from Derby Days. This includes placement of banners, barriers, fencing, moving

picnic tables, garbage receptacles, emptying of garbage during the event, clean up
of parade route.
7. Authorize closure of lOth Avenue on Sunday, August 2n from the Town Square
Mall to Spencer Street. After a switch to 4th Avenue in 2008, the Derby Days
Committee is preparing to switch the parade route back to lOth A venue. The
parade marshalling area will be at Town Square Mall, and it will end at the Junior
High.
8. Approve Fireworks display at sunset on Saturday, August pt (river front). The
fireworks would be discharged from the north side of the river on private
property. The Shakopee Fire Department will assist.
9. Approve various Park and Rereation stcif.f recommendations. See attached memo.
10. Approve Scott Co Historical Society Antique Flea Market-The SCHS is
sponsoring an antique flea market along the DNR walking trail along the river.
Coordination has been made with the DNR, and efforts will be made to
minimize vehicular traffic on the trail.
While not requested by Derby days, last year the City prohibited parking by non-residents
on Bluff A venue, but did allow for vendor parking during the Taste. While no issues
were reported then, it was noted that at least one neighbor did take advantage of the
parking prohibition, and invited several guests to park on street at that location while the
guests attended Derby Days activities. If Bluff A venue parking restrictions are to be done
this year, Public Works employees would post advisory signage in the area on
Wednesday, and the restirctions would be applied to both vendors (except during the
Taste and for general parking. The Derby Days committee would distribute Resident
Parking Permits prior to then.
Jack McGovern of the Derby Days Committee will be in attendance to answer questions
at the July 7th meeting.
I would note that Mr. McGovern and the Derby Days Committee significantly increased
the number and scope of participation in the planning of Derby Days this year. He and
the Committee are to be commended for their efforts.
Budget Impact:
Previously, the Council approved the reimbursement of public benefit-related Derby
Days expenses of up to $4000.
In addition to this direct expenditure, the City also for the first time last year tracked the
amount of "in-kind" expenditures that are incurred by the City as a result of Derby Days.
This is primarily Police and Public Works staff. It was found that the payroll costs
amounted to a total of$17,740. Note that this is not all-inclusive-it did not include time
spent by the City Clerk and City Administrator; the Parks and Recreation Department in
helping to prepare for or implement Derby Days activities; or the Fire Department
assistance with setting up the beer tent or with fireworks. Last year some $1440 in Police
overtime expenses were reimbursed by Derby Days.
It is important to note that the concept of eliminating Derby Days would not provide a net
savings to the City of all of those Derby Days expenses-employees would in non-
overtime situations merely would refocus their work to other activities. However, the
numbers do demonstrate the more "fully loaded" costs of the Derby Days weekend.
Relationship to Visioning:
This supports Goal A, (Active and Healthy Community) and Goal C, (Great Place for
Kids to Grow Up).
Action Required:
The Council should consider and approve the various requests of the Derby Days
Committee and staff regarding the Derby Days weekend to be held Wednesday July 29th
through Sunday, August 2nd, 2009.

Dear Business Owners and Residents:
The Derby Days 2009 celebration willbeheld Wednesday, July 29th through Sunday, August 2nd. This volunteer committee has been
hard at work trying to plan and run a safe and fun community festival.
The following events and/or locations have been moved or are new to Derby Days:
. Bingo will be held at Turt1e'sSocial Centre, located at I12S. Lewis St. Day and time have not changed.
. The Parade route has changed. We will be staging at the Shakopee Town Square Mall and heading east on Tenth Avenue.
The parade will end at the Junior High School (Spencer Street). Date and time have not changed.
. Antique Flea Market along State Trail on grassy aprons.
. Family Fun Park and Petting Zoo in the old rodeo area and on future picnic shelter pad.
. The majority of the food vendors will be located in the non-maintained grassy area between the playground and stage (last
year's Family Fun Park location
. Kids' train, Ska~eboardillg, the Taste, and Kids' Pedal PuB will utilize the parking lot in slightly varying capacities. The
Market Fair will utilize a portion of the south lot and some grassy areas within the park.
The following is a list of road closures needed to host our festival:
Thursday, July 3ff" after 8:00 a.m. until Sunday, August 2nd at 2:00 a.m.:
. Fillmore Street will be shut down north of resident lot entry. Prior to the Taste, we will move barricades to just below
Riverside Liquors parking entrance outlet, with the exception of Saturday. On Saturday, we will close Fillmore Street at the
pedestrian crossing from approximately 1:00 - 5:00 p.m. for the Soapbox Derby.
. Parking on Levee Drive will have 6 - 8 handicap spaces. The remainder of the lot will be used for vendor and entertainment
parking.
. Parking behind the buildings south of First Avenue and west of Fillmore Street will be regulated during the festival.
Handicap (8 spots) and permit parking will only be allowed on the north side of the parking lot next to the park (signs will be
posted). Residential/business parking will be allowed on the south side of this lot (signs will be posted). (Exception - see
Soapbox Derby times.)
. Vendor parking only outside of emergency gate on grassy area on Bluff during the Taste. For the rest of the festival after the
Taste, this area will be signed for additional handicap access parking and vendor permit parking. Bluff Avenue and
surrounding roads are to be used only as a last resort, otherwise resident parking only.
Friday, July 31st from 6:00 p.m. until 10:00 p.rn.:
. Third Avenue from Sommerville Street to Lewis Street for the Fire Department Water Fights.
Saturday, August 1st from 9:00 a.m. to 10:00 a.m.
. Levee Drive at Fuller Street to the park (including the parking lot) for the Kiddie Parade.
. 10:00 a.rn. to 5:00 p.rn.: Fillmore Street (north of Art's car entrance) on First Avenue for the Soapbox Derby.

In order to provide improved access to the park for residents and to relieve parking constraints, Shakopee Transit, as an event sponsor,
will be providing shuttle service on Friday from 6:30 PM - 12:30 AM and Saturday from 12:30 PM - 12:30 AM. Pick-up and drop-off
details to be announced.
We tentatively plan on bringing these street closures to the City Council meeting the 1 st week of July. If you have questions or
concerns, please do not hesitate to call me before then.

Request for Street and Parking Lot Closures
Please fmd enclosed a copy of the notice concerning all closing of streets and parking lots. This notice has been given to all downtown
businesses and residents in the affected areas. Derby Days will not be responsible for any closures due to sidewalk sales. A notice
stating this was given to the downtown businesses on Lewis Street.
We are also looking for the following exemptions for Huber Park:
. That no alcohol be brought into the park during the Derby Days Festival. The Jaycees will be selling beer in the beer garden
Thursday - Saturday night.
. On Friday and Saturday night, extend the park hours to 1:00 a.m.
. Being able to use Huber Park without paying a usage fee and a damage deposit.
. Parking for food vendors for the Taste of Shakopee will use the grassy area between Fillmore Street and Main Street from
2:00 to 8:00 p.m. on Thursday, July 30th, so they can load and unload their products easily. The gate be kept open throughout
the festival and be regulated by the Derby Days Committee. This same area will be used throughout the weekend for vendor
and handicap parking. Parldng on Bluff A venue and surrounding roads to be used only as a last resort.
We are working with the businesses next to the park in regards to putting up 2' x 4' "No Parking" signs being put up in their lots.
Also, putting up "Residential Parking Only" on the south side of the back lot. These will be bright orange and on sandwich boards.
We are also looking at the following sign placement (same as last year). All have been approved by the businesses:
. Signs at the following intersections:
0 Fence by Lewis Street and County Road 69.
0 Holiday Station on Marschall Road and 17th Avenue.
0 17th Avenue and Spencer Street (southwestern comer by high school).

TERMS OF AGREEMENT-CONTRACT
Lot rental price: $25 per 15' x 15" (all lot sizes are approximate). Vendors must stay for both days. The Antique
Flea Market goes on rain or shine. Dealer spaces are assigned based on the type of merchandise sold. We reserve
the right to accept or reject any dealer. SCHS is not responsible for theft, rain, or an act of God. All Vendors are
responsible for their own insurance, and must provide proof of insurance to SCHS with signed contract. Vendors
that leave before Spm Saturday forfeit their booths for the 2010 show. Any variables to this schedule must be
given to the Event Coordinator at the information booth. Merchandise must be contained within your assigned paid
space. Off...site complimentary parking may be available to vendors only on a space available basis. The show is
advertised as opening at 4:00 p.m. Friday, and closing at 5:00 p.m. Saturday. The information booth is located at
the east end of Huber Park along the DNR trail walkway and is open at 2pm Friday and 8am Saturday.
Cancellation Policv: Refunds (less 10% administrative fee), will be issued if your cancellation request is received
by July 1,2009. No refunds will be issued after July 1 unless the lot(s) is re-rented.
Set-up times on Fridav. Julv 31.2009:
Review your lot(s) location. Staggered entry time is suggested. Vendors with lots #1-20 arrive at 2:00 p.m.
Vendors with lots # 21- 40 arrive at 2:30 p.m. (Entry will not begin until 2:00 p.m.)
Take-downtime on Saturdav. Aut! 1.2009:
Venders may begin taking down their booth at 5:00 p.m. Booths must be removed by 6:00 p.m.
Additional Information:
Be respectful of boundary lines and your neighboring dealers when setting up.
A void blocking walkways with vehicles or merchandise.
There are no electrical or water hook-ups available.
Restrooms are located in the Park's centrally located utility building
Dealers must pick up any refuse around lot(s).
The DNR trail walkway must be kept clear for emergency vehicles and pedestrian traffic. Any vehicles parked in
walkways or other people's lots will be towed without notice at the vehicle owner's expense.
Your PINK dealer confirmation letter must be displayed in your vehicle at all times.

Week of July 6th _10th banner placement:
. Put up Derby Days banners at the following intersections:
0 Fence by Lewis Street and County Road 69.
0 Holiday Station on Marschall Road and 17th Avenue.
0 17th A venue and Spencer Street (southwestern corner by high school).
0 Holiday Station on Eagle Creek Boulevard.
0 Southbridge - northwestern intersection.
0 Chamber of Commerce.
0 Klein Bank.
Monday, July 27th:
. Mow Family Fun Park area, future picnic shelter pad, unmaintained area between playground and stage.
. Remove Levee Drive trail pylon.
Wednesday, July 29th by a.m.:
. Place fence post, orange fencing, and sandbags by the front of the band shell for beer garden.
. Place road barriers (8) at the entrance of Huber Park by the pedestrian crossing area.
. Supply a large trailer (preferably without wheel wells) for Jack to haul power cords in.
. Drop off barricade at Levee Drive lot.
. Place 10 garbage receptacles by support building, 10 garbage receptacles by stage and tent.
. Place "Road Closed to Through Traffic" and stop sign (large) by entrance to park on Fillmore Street near Riverside entrance.
Thursday, July 30th by 1 :00 p.m.:
. Place 25 picnic tables in north parking lot and under tents by (location to be specified by Carol Schultz), 15 in the grassy area
between the shelter and the band shell (small tent location), and 10 in the Beer Garden.
. Empty garbage receptacles.
. Place 40 garbage receptacles in north parking lot.
. **Put 8 Handicap signs on the north side of the parking lot next to the park (behind the business complex). Also add 6 to 8 to
Levee Park lot and 6 more in grassy area between Fillmore and Main Street by emergency entrance.
. Place 10 pylon cones in the parking lot by the shelter.
Friday, July 31st early a.m.:
. Empty garbage receptacles.
. Sweep Fillmore Street and parking lots at Huber Park.
. Place (2) road barriers at Third Avenue between Sommerville Street and Lewis Streets (4 total) for the Water Fights.
. Move 15 picnic tables from north lot to food vendor trail area.
Saturday, August 1st by 7:30 a.m.:
. Empty garbage receptacles.
. Sweep Fillmore Street and parking lots at Huber Park.
. Put 6 garbage receptacles by the volleyball courts at the Eagles Club.
. Place road barriers (2) at the intersection of Fuller Street and Levee Drive for the Kiddie Parade.
Sunday, August 2nd from Gorman Street to Fuller Street along Fourth Avenue by 10:00 a.m.:
. Place all garbage receptacles along parade route, 2 on opposite corners of each intersection and 1 on every block of the route.
. Place road barriers on both the north and south side of all intersections.
. Place extra road barriers (6) to shut down Spencer Street and then put (3) more road barriers on Tenth A venue at entrance of
the Shakopee Town Square Mall staging of the parade.
Sunday, August 2nd after parade:
. Sweep the parking lot staging area in and around Shakopee Town Square.
. Sweep Tenth Avenue from Shakopee Town Square to Spencer Street.

The only parking at Huber Park is handicap parking. Otherwise, park on any downtown street and
cross at the intersection of First Avenue and County Road 101 or take the tunnel located on First
Avenue and Holmes Street (west of Paragon Bank).
