INTRODUCTION
The City Council is asked to approve the recommendation of the PRAB to adopt the
proposed Shakopee Sponsorship Programs.
BACKGROUND
During the construction of the Shakopee Community Center the Lion's Club and the
Rotary Club donated a significant amount of money to the City to furnish various areas
of the Community Center. In return the area around the fireplace in the lobby of the
Community Center was named the Lion's Den after the Lion's Club and the large
meeting room was named the Rotary Room after the Rotary Club. Although no solid
documentation can be found regarding the exact amounts given or if there were any
agreement between the groups and the City it is recollected that each group gave
approximately $25,000.
As of January 1, 2009 the cable access studio has moved out of the Community Center
and the Parks and Recreation Department obtained use of the cable studio room for
programs and meeting space. Calling the room the cable studio is confusing to the
public and therefore staff would like to obtain proposals from groups, organizations or
businesses to rename the cable studio. Along with renaming the cable studio the
sponsorship program identifies other areas in which the City could raise funds to
enhance facilities or programs or to offset the cost of one time projects.
Staff has developed two preliminary sponsorship programs (Attachment A & B). The
sponsorship programs set parameters for individuals, groups or organizations wishing to
sponsor a City facility or program and obtain naming rights. The City of Eden Prairie
obtained sponsors for all of their community center rooms and ice arena facilities. The
funds raised from their sponsorship program were used to construct their 3rd sheet of ice.
The Eden Prairie program established the sponsorship amounts, requirements of the
groups, what the group received in return (naming rights, plaque, community center
discount, etc), payment options and length of contract.
DISCUSSION
Staff is proposing a Facility Sponsorship Program and an Activity/Supplies Sponsorship
Program. The Facility Sponsorship Program establishes naming rights for facilities for
10 years for a specific fee. The Activity/Supplies Sponsorship Program provides
sponsorship options for smaller supplies and large parks and recreation activities and
special events. The sponsorship of activities or supplies would provide the sponsor with
advertising for one year.
The funds received from the sponsorship program would be utilized to purchase
furnisher and supplies for the sponsored facility. Excess funds would be placed in an
escrow account to be used for one time large items within the Community Center or Ice
Arena.
Staff presented the proposed Shakopee SRonsorship Program to the PRAB on April 27,
2009 and June 22, 2009. The PRAB provided staff with the following feedback:
. Groups would not specifically determine what the sponsorship money
would be used for. Staff would inform the sponsoring group of how the
sponsorship funds were allocated to their sponsored area or within the
Community Center.
. Donators would be recognized with a uniform plaque or banner outside of
the sponsored area. Their business would be highlighted in the activity
brochures and during special events.
. Sponsorships will be open to all groups upon approval of the organization
or business by the PRAB.
. Staff would work with the sponsoring group on an acceptable name for
the sponsored area.
. Each area would have a different rate.
. Uniform sponsorship length to be set at 10 years.
. Schleper Stadium would not be available for sponsorship.
. Full payment of sponsorship is preferred but staff will work with each
group on a case by case basis.
. Keep separate programs for facilities and activities/supplies.
. Sponsorship incentives would be offered to fit appropriately with the
sponsor.
. Future development naming rights criteria (Le. 2nd sheet of ice or senior
center) would be considered at the time a sponsor came forward.

The City Council, if concur, offer Resolution No. 6921, A Resolution of the City of
Shakopee, Minnesota, Adopting the Shakopee Sponsorship Program, and move its
adoption.

WHEREAS, The Park and Recreation Advisory Board recommends adopting the Shakopee
Sponsorship Program; and
WHEREAS, the City Council desires to allow individuals, groups or organizations to sponsor
City facilities, programs or special events.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA, that the Shakopee Sponsorship Program, attached hereto and
made a part hereof, is hereby adopted.
Adopted in session of the City Council of the City of Shakopee,
Minnesota, held this 7th day of July, 2009.

is devoted to providing the best recreation and park facilities and recreation programs for the City
of Shakopee residents with limited resources. Your Participation in this partnership program

Community Center or a city baseball field to sponsoring a particular youth program or a yearly

identify a facility you'd be interested in sponsoring. Sponsorships and sponsors preferred display
name are subject to the approval of the Parks and Recreation Advisory Board.

SHAKOPEE COMMUNITY CENTER
The Shakopee Community Center offers fitness equipment, a gym, a walking track,
fitness classes and meeting space. It is also home to the Shakopee Ice Arena, Enigma Teen
Center and the Shakopee Skate Parle Within the Shakopee Community Center you will find the
Rotary Room and Lion's Den. These spaces were named after civic organizations that donated a
significant amount to the Community Center. The funding was used to furnish and continually
enhance the areas. There is now the opportunity to sponsor the remaining rooms at the Shakopee
Community Center. Groups or individuals that make significant contributions to a specific room
in the community will be given naming rights to that room for a period of 10 years.

SHAKOPEE ICE ARENA
The Shakopee Ice Arena is open 11 months out of the year for practices, games,
recreational skating, lessons, camps, and tournaments by local and surrounding community
organizations. The city-operated arena is home to the Shakopee High School boys and girls
hockey teams and the Shakopee Youth Hockey Association. The Shakopee Ice Arena's mission is
to work with youth, their families and the community to provide a fun and safe environment
while exploring all that skating has to offer. Groups or individuals that make significant
contributions to a specific room in the ice arena will be given naming rights to that room for a
period of 10 years.

PARKS SYSTEM
The Shakopee parks system, With 412.5 acres of developed parks, 194.8 acres of undeveloped
park land and open space and over 20 miles of trails, provides numerous facilities for an
abundance of activities. From shelter rentals for family and group outings, to playground
equipment for the kids, to sports fields for adult and children athletics, to a quiet retreat from the
everyday hustle and bustle, the parks can meet the needs of many users. With the increasingly
importance ofleisure time in America, parks systems must continually expand and modernize to
satisfy its users. The items listed below are therefore provided for your consideration in our
sponsorship program.
Advertising/Sponsorship
Ball Diamond Sponsorship $ 1500/yr or $4250/3 yrs
- Groups or individuals that make significant contributions to a city ball diamond will
be given naming rights to that field for a period of 1-3 years depending on sponsorship
chosen.
- Sponsors will receive a 4' X 6' full color banner with their name or logo displayed
on the ball diamond. The sponsor's name will be used on schedules and publications
describing the field.
Concession Stand- 10 years $20,000
Shelters - 10 years $50,000 each
Tennis Courts - 10 years $15,000 each
Disc Golf Course - 10 years $20,000

SANDVENTURE AQUATIC PARK & AQUATICS PROGRAMMING
Shakopee's SandVenture Aquatic Park continues to be a standout facility in the provision of
quality recreation. The pool strives to meet the needs of citizens by providing programs such as
Learn to Swim, introductory snorkeling and scuba classes, boating safety, birthday parties and
special events. The facility features a support building with a concession stand, family changing
rooms, picnic area, and locker rooms.
This unique water park is a sand bottom chlorinated pool that is surrounded by a sand beach and
a sand play area. It also features a 300' waterslide, two 12'drop slides and a diving board. The
height requirement to use the slides is 48". Because ofthese features, the use continually
increases. Thus the following items would facilitate the ability of the community pool to meet
the growing needs of the community. Sponsorship is available for 10 years.

The Shakopee Parks, Recreation & Natural Resources Department is always examining how to
widen the parameters of its services and programs. One method is to conduct annual events and
special events. Parks and Recreation would like to expand its special event provisions, and
sponsoring these events is a great way for a business or civic organization to receive recognition
and publicity. The following is a list of programs you could support. But keep in mind; in
recreation there are very few limitations to having fun. If you have an idea in mind, let us help
you turn it into reality!

YOUTH PROGRAMS
Shakopee Parks, Recreation & Natural Resources is constantly striving to offer diverse
educational and instructional program for all ages. Skill development, social interaction and
physical fitness are a few benefits that participants will enjoy by participating in our programs.
The benefits of Parks and Recreation are endless and the value and importance of these programs
are evident.
Supply Sponsorships $500
NATURAL RESOURCES
Shakopee has an abundant of natural resources within the City for everyone to enjoy.
There arc two lakes within the City that are used for fishing and recreational activities. A
number of native prairie areas have been installed and the City maintains numerous wooded open
spaces. Many residents live adjacent to a conservation easement that is set in place to protect
large natural wooded areas. Other residents live adjacent to the City's many acres of park and
open spaces. In addition many natural resources educational programs are offered. The entire
community will benefit from a sponsorship of a native prairie planting, trail signage or other
natural resources program.

HOPE Scholarship Program $75 and up
Every year the Shakopee Parks and Recreation Department provide assistance to families who
may not be able to afford the recreation activities. Donations to the HOPE program will assist in
covering the program fees for low-income families as the need arises. Individuals are required to
apply for the HOPE program and supply required documentation. If approved an individual will
be granted $75 for the year with a per family limit of$300.
VOLUNTEERISM
Persons who have given their time and effort in the past have been instrumental in the success of
Parks and Recreation's ability to meet the needs of the community. Whether you have a specific
project or program in mind or you'd just like to help out, your contribution will be greatly
