(A) INTRODUCTION City Council is asked to allow a representative from the Xcel Energy Foundation to present a grant to the Shakopee-Prior Lake Waterski Association (SPLWSA) for the future development of the City's Quarry Lake Park. BACKGROUND AND DISCUSSION A letter from the SPLWSA is attached to this memo describing the actions of the SPLWSA in obtaining funds for the future development of Quarry Lake Park. The Xcel Energy Foundation has requested that the presentation of the Xcel Energy Foundation grant to the SPLWSA take place during a City Council meeting. Staff feels that this presentation is appropriate because the funds secured through the grant will be specifically set aside for the future develop of a City owned park, Quarry Lake Park. Box 867, Prior Lake, MN 55372 June 23, 2009 Ms. Jamie Polley Director, Parks Recreation, and Natural Resources City of Shakopee 1255 Fuller St. Shakopee,~ 55379 Re: Xcel Energy Foundation $5000 Grant to SPLWSA for Quarry Lake Project Dear Jamie; As you requested, I am sending you a letter describing information about the $5,000 Xcel Energy Foundation Grant that Xcel Energy plans to present to the Shakopee-Prior Lake Waterski Association (SPL WSA) at the July 7, 2009 City Council meeting. Michelle Swanson, Manager of Community & Local Government Relations for Xcel Energy, will present the check. I will be there to accept the check on behalf of SPL WSA. SPL WSA brokered the original property donation/purchase transaction that led to the Quarry Lake Project. The terms of the resulting Use Agreement between the City and SPLWSA obligate SPLWSA to raise funds on behalf ofthe City for the Quarry Lake Project. At the City's direction, the SPLWSA has drafted $220,000 in successful grants on behalf of the City. These include a generous $30,000 grant from the Xcel Energy Foundation, and others from the Federal Recreational Trails Grant Program, Polaris Industries, and the MPCA. In addition, the SPLWSA separately has raised another $28,000 on its own behalf earmarked for the Quarry Lake Project. During 2008, the SPLWSA applied for and received a $10,000 matching grant from the Shakopee Mdewakanton Sioux Community (SMSC) for the Quarry Lake Project. In order to qualify for these funds, SPL WSA was required to raise an additional $10,000 in matching contributions for the Project. SPLWSA eventually raised a total of$7,155 from its own Members toward this goal, and applied successfully to the Xcel Energy Foundation for a $5,000 grant to make up the balance. This further generosity ofthe Xcel Energy Foundation enables SPL WSA to meet the SMSC matching requirements, and we wanted to celebrate on July 7 the additional $22,000 raised for the Quarry Lake Project. These funds bring the total SPL WSA has raised on its own behalf and earmarked for the Quarry Lake Project to approximately $50,000. Thank you, and I look forward to seeing you on July 7.
