SUBJECT: Approval of Fire Truck Donation to SCALE

Comment:
Introduction:
The City Council is asked to authorize the donation of a 1992 White GMC Fire Pumper
Truck to the SCALE Regional Training Facility (RTF).
Background:
The SCALE RTF has been operating now for a year near Jordan.
One of the unmet needs for the RTF is to "own" a fire truck for use in training
participating Fire Departments. Some of these departments travel long distances, and are
unable to bring their own pumper trucks to the RTF, either because of cost, or lack of
back up. For that reason, RTF staff contacted venders and neighboring cities in an
attempt to find a working fire pumper that could be obtained at little or no cost.
As Council may recall, there is a combination pumper/tanker which is currently on order
for the Shakopee Fire Department. When that arrives, 1992 White GMC Pumper will be
available as excess equipment. The Fire Chief, Finance Director, and I have discussed
this, and recognize that the trade-in value of a used piece of fire apparatus is minimal-we
believe it would fetch $5000 or less if sold. There would also be the expense of
advertising this truck for disposition.
We recommend, therefore that this truck be donated to the SCALE RTF for its use.
Many fire departments will therefore be able to benefit from this piece of equipment.
Budget Impact:
There would not be cash received or credit against the City's SCALE RTF contributions.
Doing so would have a negative impact on the RTF cash flow.
Recommendation:
I recommend that the 1992 Fire Pumper Truck be donated to the SCALE RTF
Relationship to Visioning:
This supports Goal D "Vibrant, Resilient, and Stable."
Action Required:
lfthe Council concurs, it should, by motion, authorize donation ofthe 1992 White GMC
Fire Pumper Truck to the SCALE Regional Training Facility.

70's Ford L Series, Gas, Manual transmission, 2 door cab, rear facing bench behind
cab, (dangerous) Beam 2 stage pump. The pump is "certified". NYA wants to trade for
time.
Shakopee (Fire Chief Rick Coleman)
92 White GMC, Custom, Cummins Diesel (300 hp), Allison Automatic, 4 door cab,
Waterous 1250 gpm, 4 door cab, 750 gallon booster tank, electric valves on all
discharges, most can be operated manually. 29,785 miles, 2249 hours, the pump is not
currently "certified", rust on front fenders, Kohler gas generator stays on the truck, Alco
aluminum rims, tires good. Ladders currently on truck stay with the truck. The truck
does not have a plug in heater but does have a plug in battery trickle charger. The
truck would be a donation and has the approval of City Administrator Mark McNeil and
the City Finance Director.

stock and what they see coming in on trade. Follow up, nothing current.

5-5-09, conversation with JK, stated he had not sold many trucks in the area except for
Prior Lake, followed up with good questions. To discuss with his son, head of sales,
email requesting was sent the afternoon of 5-5-09 as per his request.
