INTRODUCTION:
The Minnesota Court Information System (MNCIS) contains both public and confidential
information of the MN District Courts, and the automated transfer of electronic ticket
data (E-tickets) will be an efficient use of technology to transfer ticket data to the
MINCIS system
MNCIS requires two contractual agreements by our agency due to the sensitive data it
contains, copyright protection of the program, and to ensure users observe the policies of
the system.
BACKGROUND:
Staff is requesting the City enter into agreements with the Minnesota Court Information
System (MNCIS) to allow Shakopee Police Department with assistance from Scott
County IT services to electronically transfer electronic tickets (E-tickets) to the
Minnesota Court Information System. Electronic transfer will use one or more data
services offered by the State of Minnesota, State Court Administration, for the efficient
performance of its duties as required by law and court rule.
The State of Minnesota, State Court Administration, requires two agreements for the
purpose of electronic ticket transfers.
1. Master Subscriber Agreement for Court Data Services to be approved by the City
of Shakopee and signed by an authorized representative of the City of Shakopee.
This new agreement will supersede all other MNCIS agreements.
2. Minnesota Judicial Branch Court Integration Services form

BUDGET IMPACT:
There is no monetary impact, however MNCIS requires a contractual agreement by our
agency due to the sensitive data it contains, copyright protection of the program, and to
ensure users observe the policies of the system.
ALTERNATIVES
1. Enter into agreements with the Minnesota Court Information System (MNCIS) to
allow Shakopee Police Department with assistance from Scott County IT to
electronically transfer ticket data to the Minnesota Court Information System,
(MNCIS) MN District Courts.
2. Do not enter into agreements.
RECOMMENDATION:
1. Enter into agreements with the Minnesota Court Information System (MNCIS) to
allow Shakopee Police Department with assistance from Scott County IT staff to
electronically transfer ticket data to the MN District Courts system.
ACTION REQUESTED:
1. The City Council, if they concur, should authorize the appropriate city officials to
enter into agreements with the Minnesota Court Information System (MNCIS),
MN District Courts to allow Shakopee Police Department with assistance from
Scott County IT staff to electronically transfer ticket data to the Minnesota Court
Information System (MNCIS), MN District Courts.
