SUBJECT: Internet Sale of Surplus Property

INTRODUCTION:
Council is asked to authorize or add internet outlets to the cUrrent list of suitable ways to
dispose of surplus property.
BACKGROUND:
Property that is declared surplus through Council action is most likely forfeited property,
recovered abandoned property, or evidence from criminal proceedings that have been
cleared for disposal by the courts and the rightful owner cannot be determined. In either
case, once it has been declared surplus through Council action, it is held pending an
available public auction. Our past sales at such auctions indicate that we are not
generating proceeds that reflect the true market value of the property.
By utilizing internet sites such as eBay or Craigslist in the disposal of some surplus
property we could do so in a timelier and more economically favorable manner. In
speaking with Assistant Scott County Attorney, she advised that disposal of forfeited
property via internet auction sites meets the requirements set forth in Minnesota State
Statutes.
RELATIONSHIP TO VISION
This is a housekeeping item.
RECOMMENDATION:
Staff recommends Council declare the use of internet sites such as eBay or Craigslist as a
suitable way to dispose of surplus property.
ACTION REQUESTED:
If the Council concurs, it, should, by motion, declare these internet sites suitable and
authorize staff to utilize them in the disposal of surplus property.
