Fuller Street Pedestrian Bridge

INTRODUCTION:
Attached is an extension agreement from WSB & Associates, Inc. on the design services
for a separate pedestrian bridge along Fuller Street over T.R. 169.
BACKGROUND:
On January 6, 2009 City Council adopted Resolution No. 6863, a resolution approving
the plans and specifications for the Fuller Street Trail Extension Project No. 2009-1.
These plans include a design to modify the existing bridge to accommodate a 8- foot trail
and to restripe the existing roadway to allow for the trail design along Fuller Street.
Later in January, staff informed the Council of possible Federal stimulus projects and one
of those projects would be for a separate pedestrian bridge along Fuller Street and trail
extension.
Staff has received correspondence from Mn/DOT and MCES staff that the Fuller Street
Bridge and Trail Project is a high potential for American Recovery and Reconstruction
Act (ARRA) funding. On April 30, 2009 the Program and Funding Committee of the
Technical Advisory Committee (TAC) met and has selected this project for ARRA
funding.
This recommendation will go forward to the full TAC and then to the Technical Advisory
Board (TAB) and ultimately to the Metropolitan Council and then authorization by
Mn/DOT.
The City qualifies for $700,000.00 of ARRA funds with a local match of $175,000 plus
engineering. The City has commitments of $70,000 from Scott County, $14,000 from
previous development and $3,200 from the School District. Previously, commitment of
$45,000 from Mn/DOT, as part of a cooperative agreement, mayor may not be available
due to the Federal Stimulus Funding and the project being changed. Mn/Dot is looking at
a process amendment to continue the funding previously authorized.

For this project which is now a separate pedestrian bridge and trail connection, from
Vierling Drive to Appaloosa Avenue, the project costs are estimated as follows:

Engineering to Date $ 45,000.00 (Includes Consultant & Staff time)
Consultant Engineering for $147,480.00
Design and Construction
Staff Time $ 15.000.00
TOTAL $957,480.00
Potentially, the City could receive up to $832,200.00 of funds from the Federal, State,
County, School District and previous development for this project. Mn/DOT is still
deciding on whether the City will still receive the $45,000.00 Cooperative Agreement
funds since this is now a different project. The City's share could be from $125,000.00
to $170,000.00 and this amount compares to $318,000.00 in the CIP.
Attached is an extension agreement from WSB & Associates, Inc. to complete the bridge
design with inspection.
By being selected by the Programs and Funding Committee, a major hurdle for ARRA
funding has been done. Although not official, staff believes it is prudent to begin the
bridge design with soil borings and project memorandum in order to complete the design
this year. Advantages by proceeding includes bidding before major projects are
completed and assurance that funds are available.
The official approved date for the ARRA funding is June 10, 2009. The City has
received approval from the Funding and Programming Committee as well as the
Transportation Advisory Committee (T AC). It is very likely the City will receive
funding for a separate pedestrian bridge.
ALTERNATIVES:
1. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. for design and construction services for the Fuller Street
pedestrian bridge and trail project at a cost not-to-exceed $147,480.00.
2. Do not authorize an extension agreement at this time.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1 in order to proceed with a final design for a separate
pedestrian bridge and starting the process for a project memorandum and soil borings.
By starting design now, it is planned to have a bid opening in October and to obtain
favorable bids before other bridge projects are out for bid.
ACTION RREQUESTED:
Authorize the appropriate City officials to execute an extension agreement with WSB &
Associates, Inc. for design and construction services for the Fuller Street pedestrian
bridge and trail project at a cost not-to-exceed $147,480.00.

Dear Mr. Loney:
According to our Agreement for Professional Services within the City of Shakopee and Section I-C-2
(Major Projects), this extension agreement is written to provide you with an estimate of cost for
engineering and construction services for the above-referenced project. We are proposing to complete the
work as detailed on the attached scope of work (Exhibit A).
The attached work plan describes the approach and tasks proposed to be completed by WSB &
Associates, Inc. (WSB). It should be noted that any aesthetic treatments incorporated into the final design
are assumed to be identical to the CR 79 and CSAH 17 pedestrian bridges. The work plan incorporates
the preparation of the project memorandum required under several funding requirements.
Payment of services would be completed by the schedule as outlined in Exhibit B and in accordance with
the general consultant contract for major projects. Exhibit B outlines the fee schedule for the design
which is a cost not to exceed $89,706, and the construction service is estimated to be $57,774, assuming
the City utilizes Mn/DOT's delegated contract process for a total engineering fee of $147,480.
It is proposed that all work under the contract would be considered complete after construction of the
project and final construction payment approval by City Council, The following schedule illustrated

The following work plan outlines major tasks which will be accomplished during the project
development, detail design, and construction ofthe pedestrian bridges, and pathways.
Task 1 - Project Management
This task will consist ofma~agement and administration, project coordination, and
communication with the City of Shakopee for the project duration and includes periodic
meetings with City Staff. Also included will be billing preparation, invoicing, progress reports,
and other non-technical work associated with the project.
Task :2 -Project Memorandum
WSB will complete the early coordination letters and correspondence as detailed by State Aid
procedural guidelines and MnlDOT's Highway Project Development Process. Using
information from the early coordination efforts and the studies identified below, WSB will
prepare the Project Memorandum (PM) using State Aid's PM template. WSB will provide a
draft copy of the PM for the City review and signature. WSB will address the City's comments
and submit the PM to Metro State Aid for review. After Metro State Aid has reviewed the
document, WSB will address any comments and submit the PM to the Office of State Aid for
review and signature. State Aid will then submit the PM to FHW A for review and signature.
WSB assumes three revisions of the PM prior to its approval by FHW A.
Task 3 - Detail Design-Pathway
During this phase, WSB will utilize the previous pathway design documents (plans,
specifications, and estimates) prepared for the City by WSB & Associates, Inc. (WSB). These
plans will be modified to accommodate a separate pedestrian bridge crossing TH 169. The
design will incorporate the requirements outlined in the project memorandum. The following
work tasks are anticipated to be either completed or modified as part ofthis task.
A. Pathway Final Design and Preparation of Construction Documents
WSB will modify the previously approved set of detailed construction plans for grading,
surfacing, and landscape improvements associated with the construction of the
pedestrianlbikeway path. Specifically, the construction plans will consist of the
following sheets and include items shown in MnlDOT State Aid Plan Set. Additional
traffic control detour plans will need to be added to the project to accommodate closing
TH 169 to set the bridge beams.

B. Design Surveys/Base Map Development
WSB has previously prepared the base mapping for the project and some additional
supplemental surveys within the TH 169 right of way for the bridge will be required for
only the new bridge location. The additional survey will be incorporated into the current
base mapping.
c. Special Provisions
The previously prepared bridge specifications and bidding documents will be amended to
incorporate the construction of a new pedestrian bridge.
D. Construction Cost Opinion
WSB will modify the previous construction cost opinion based on new quantities
generated as part of the preparation of the modified pathway and bridge construction
plans. Cost will be split by funding source, including pro rata for lump sum items.
Task 4 - Soil Borings and Report
MnlDOT bridge section requires that separate bridge borings be performed at each abutment and
pier location. The assumed boring depth is 60 feet based on the previous pedestrian bridge at CR
79 and review of the original CR 79 bridge construction. MnlDOT will not allow the use of
foundation information obtained from the original construction ofCR 77 (Fuller Street Bridge).
Therefore, we will need to obtain three (3) bridge borings for the bridge design. The bridge
borings will be performed by a City approved geotechnical engineering firm and will include a
boring log and report with recommendations.
Task 5 - Detail Design-Bridge
WSB will develop construction documents (plans, specifications, and estimates) for the design of
a pedestrian overpass adjacent to the existing bridge structures per Mn/DOT's new LRFD bridge
design method. The following work tasks are anticipated to be completed as part of this phase.
A. Bridge Final design and Construction Documents
WSB will prepare a set of detailed construction plans for pedestrian bridge overpass. It is
assumed that a 245-foot two-span pedestrian bridge overpass will be constructed.
Substructure shall consist of cast-in-place concrete piles, supporting cast-in-place
concrete abutments. The super structure shall consist of pre-stressed concrete beams
supporting a bridge deck. Cast-in-place bridge deck shall have an out dimension of14 .
feet with a 12-foot clear pathway for pedestrian traffic. We assume the bridge railing
shall consist of vinyl, chain-link fence standard design of7-foot height matching the CR
79 and CSAH 17 pedestrian bridges.

WSB will prepare a bridge construction cost opinion based on quantities generated as
part of the preparation of the construction plans.
Task 6 -Permits
WSB will prepare permit applications for Mn/DOT and NPDES necessary for approval ofthe
project. Permit applications will be prepared with attachments for review and signature by the
City of Shakopee. WSB will submit permits as necessary. WSB will be in attendance at any
meetings required with regulatory agencies. This may include, but is not limited to, Mn/DOT,
MPCA, local watershed district, and any other affected agencies.
Task 7 - Specification
WSB will need to revise the previously prepared specifications to account for the construction of
a separate new pedestrian bridge. The special provisions prepared will cover items not covered
adequately under MnlDOT standard specifications or previously covered under the original
Fuller Street Bridge Specifications.
Task 8 - Plan Review and Approval
WSB will submit preliminary bridge plans at 30 percent for Mn/DOT review and comments. A
pre-fina195% bridge and revised trail plans will be submitted to Mn/DOT for final comments.
Once the final plan comments have been completed, WSB will submit 100% final plans for
Mn/DOT approval and authorization to bid.
Task 9 - Bidding Assistance
WSB will answer questions, prepare addendums during the bidding process, and prepare the bid
tabulation after bids are opened for the City.

Task 10- Constructioll Service - Bridge Overpass and Pathway
This phase includes construction services for the Fuller Street pedestrian overpass and pathway
projects. This includes construction staking, construction observation, and contract
administration for the proposed project. The following work tasks have been identified to
complete this phase.
A. Contract Administration
WSB will provide a project manager to oversee the construction team. This will ensure
that the City of Shakopee receives a quality product and provides a contact person for the
City to express any questions or concerns about the project if necessary. WSB will also
provide contract administration under the direct supervision of a registered professional
engineer and will keep the City informed on the status of construction at weekly job
meetings. Technically competent inspection staffwith appropriate Mn/DOT
certifications will be provided by WSB.
B. Project Documentation
This task encompasses a complete array of documentation set for the MnlDOT
construction manual and standard specifications for construction as required by
MnlDOT's delegated contract process (DCP). These items include, but are not limited
to:

WSB will be responsible for all construction staking required in accordance with
Mn/DOT's Survey Manual.
D. Materials Inspection
Materials testing will be performed in accordance with MnlDOT's Schedule of Materials
Control. The material testing will be performed by a City approved geotechnical
engineering firm.

E. Pre-Construction Conference/Weekly Meetings
Our project team will set up the pre-construction conference for the project. Weekly
construction meetings will also be held with meeting minutes distributed to all project
team members.
F. Estimates
Partial pay estimates will be completed monthly and provided to the City for approval. A
final pay voucher will also be provided to the City for approval.
G. Final Documentation
Documentation to final the project will be provided to the City relative to contract
administration and materials inspection. This will be in accordance with Mn/DOT
delegated contract process.
H. Record Drawings
Changes to the construction plans will be recorded, along with final quantities and
drainage items, for final records.
