Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator CONSENT SUBJECT: Resolution of Appreciation - Daniel T. Hughes DATE: May 19, 2009 Comment: Introduction: The City Council is asked to adopt a resolution of appreciation for retiring Police Chief/Emergency Management Director Dan Hughes. Background: Chief Hughes will be retiring after eleven years of service to the City of Shakopee at midnight, May 31 st. As is the practice of retiring long time employees, resolution of appreciation has been drafted, and is attached with the Council's consideration. Relationship to Visioning: This supports Goal D, "Vibrant, Resilient, and Stable". Recommendation: I recommend that the attached resolution be adopted. Note that this will presented formally at a retirement dinner on May 27th. Action Required: If the Council concurs, it should, by motion, adopt the following Resolution No. 6908: A Resolution of Appreciation to Daniel T. Hughes, Police. Chief / Emergency Management Director Shakopee Minnesota ( '~M9-- ~ Mark McNeill City Administrator RESOLUTION NO. 6908 A RESOLUTION OF APPRECIATION TO DANIEL T. HUGHES, CHIEF OF POLICE / EMERGENCY MANAGEMENT DIRECTOR SHAKOPEE, MINNESOTA WHEREAS, in 1974, Dan Hughes began his public service career with the Burnsville, Minnesota, Department of Public Safety/Police Department; and WHEREAS, building upon the knowledge gained from those twenty-four years, Daniel T. Hughes applied for and was appointed as Chief of Police for the City of Shakopee, Minnesota, effective March 2, 1998; and WHEREAS, in the ensuing eleven years, Daniel T. Hughes oversaw a doubling of the staffing of the Shakopee Police Department; and WHEREAS, to accommodate said growth, Daniel T. Hughes facilitated the design of, and oversaw the completion of a new Police Department facility, which opened in 2003; and WHEREAS, Daniel T.Hughes also built upon partnerships with various City departments, other law enforcement agencies, state agencies, and the Shakopee School District, thus assuring that the Shakopee Police Department is well networked to provide for cost effective and efficient operations; and WHEREAS, Daniel T. Hughes was a strong proponent of Community Orientated Policing, and established the Police Services Master Planning Task Force, which prepared the Shakopee Police Department to be well positioned for strategic growth; and WHEREAS, Daniel T. Hughes also took on added responsibilities as the City's Emergency Management Director, thus providing Shakopee with a centralized command organization in the event of a natural or manmade disaster; and WHEREAS, one of the lasting legacies to the Shakopee Police Department provided by Daniel T. Hughes was the recognition of training as an investment in the organization, and as such, he provided for Police personnel which are foremost in professionalism, technical and tactical expertise, and below to a Department which is recognized as a leader of local law enforcement agencies throughout the State of Minnesota; and WHEREAS, Daniel T. Hughes has submitted his resignation for reason of retirement. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that it hereby accepts with great regret the resignation of Daniel T. Hughes as Chief of Police / Emergency Management Director effective May 31 st, 2009; and, BE IT FURTHER RESOLVED THAT THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, expresses its deep appreciation for the contributions of Daniel T. Hughes to the City of Shakopee, and extends to him its best wishes for a long and happy retirement. Adopted in adj ourned regular session of the City Council of the City of Shakopee, Minnesota held this 19thday of May, 2009. Mayor John J.
