CITY OF SHAKOPEE CONSENT Memorandum TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: Part Time Pay Plans DATE: January 2,2003 INTRODUCTION: The Council is asked to adopt two pay plans for part time employees for the City of Shakopee for 2003. BACKGROUND: The Compensation Plan which was implemented by the City on January 1, 2002, had two separate components - one for full time employees, and one for part time. However, it is now evident that the City should actually have two plans for part-time employees, one for those positions which need to be included in reports to the State of Minnesota for Comparable Worth purposes, and another plan for non- reportable positions. Because there are only a few ofthe part time employees who are subject to reporting requirements, that pay plan will be rather "flat", and will consist of only two pay grades. Those grades will be based on the "non-reportable" plan. The positions that are reportable are listed on the pay plan that is attached. Note that the part-time receptionist had previously been included as part of the full time plan; however, that was a result of an earlier position being full time. Coverage is currently provided by two twenty hour per week positions. As such the receptionist position should be on the part-time plan. The full time plan proposed elsewhere on this agenda has been modified to reflect that deletion. BUDGET IMPACT: There is no impact on budget as a result of this action. There is no change in pay proposed as a cost ofliving adjustment for part-time employees in 2003. The non-reportable positions will continue to be looked at individually, and will be adjusted as market needs dictate. For the reportable positions, the City will need to monitor to be certain that those positions are compensated at a rate to keep them in compliance with the pay equity reporting requirements. RECOMMENDED ACTION: I recommend that the two pay plans be adopted for 2003. These would be effective December 30, 2002. ACTION REQUIRED: If the Council concurs, it should, by motion, adopt Resolutions 5840, and 5841. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this Resolution are hereby repealed and terminated December 30, 2002.
