CITY OF SHAKO PEE Memorandum CONSE~~T TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: 2003 illterim Full Time Non-Contract Pay Plan DATE: January 2, 2003 INTRODUCTION: The Council is asked to formally adopt an interim pay plan for 2003, utilizing the 1.5% increase authorized by the City Council at the December 1 ih meeting. It is further asked to make permanent a practice regarding implementation of the subsequent year's pay rates. BACKGROUND: At its meeting of December 1 ih, the City Council considered the cost of living adjustment for non-union employees for 2003. Because of the State's budget crisis and its potential impact on local governments, it was recommended that an amount less than the 3% which had been budgeted be implemented for the City's full time non-union employees as of January I st. At such time as the full impact of the State's budget issues is known, and the City deals with that impact, the Council would be asked to consider a supplemental increase retroactive to January 1 st, potentially up to the fully-budgeted 3%. At the December 17th meeting, the Council chose to provide a 1.5% increase as of January 1 st. That should now be adopted by resolution. Note that the 1.5% will be an average - because ofthe desire to keep the figures in the actual steps as "round" numbers (based on even $100 increments), most have had to be rounded. The result is that some increases will be slightly less than 1.5%; others will be slightly more. An even 1.5% would make the step figures very individualized dollar amounts. At such time as the Council would authorize any additional increases following the State's impact, a second resolution amending this pay plan would be presented. IMPLEMENTATION DATE: Because the City utilizes twenty-six - 2 week pay periods, rather than 24 pay periods (two per month), the start and end date of any cost of living adjustment is affected. Traditionally, in order to facilitate implementation for the City, the new pay rates for the upcoming year begin on the Monday following the last complete two week period of the "base" year. In this way, the pay for the first payday in the new year is at one rate, rather than split between pay rates of the old and new years. While this may range from 0 to 9 days of the new rate being implemented during the last part of the preceding year, it does make for ease of implementation and consistency, in that it is 365 days between pay adjustments. ill this particular circumstance, the 2003 rate of pay would actually begin December 30, 2002. In the past, this has been authorized on an annual basis. We propose to make this a permanent practice. RECOMMENDATION: I recommend that the Council adopt a resolution establishing an interim 2003 pay increase of 1.5% for full time non-contract employees. ill addition, it should authorize a 2003 rate of pay to be effective December 30,2002, and that the practice of implementing any new year's cost of living adjustment be implemented on the Monday . following the last full week pay period of the preceding year. BE IT FURTHER RESOLVED, that all Resolutions in conflict with this resolution are hereby repealed and terminated effective December 30, 2002.
