CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Update of2003 Projects DATE: January 7,2003 INTRODUCTION: This memorandum is intended to update the City Council on the feasibility reports, projects under design and other potential projects for the City and its Engineering and Public Works staff for the upcoming 2003 year. Besides updating the City Council on the progress on these projects, staff would like to have further direction from Council on the highest priority ofprojects for consideration in 2003. BACKGROUND: The City does prepare a 5- Year Capital Improvement Program and does outline the potential projects for each year. From this list for the year 2003, staff has compiled a number of projects that have feasibility reports ordered by Councilor projects under design, or other projects and work activities for 2003. These activities are as follows: I Feasibility Reports Ordered by Council: I . Valley Park 6th Addition Stormwater Water Outlet . River District Trunk Sewer Reconstruction . Holmes Street, from 3rd Ave. to lOth Ave. Overlay and Sanitary Sewer Reconstruction . East Shakopee illdustrial Sanitary Sewer Extension . 2003 Reconstruction - 4th A venue, Viking Steel Road and Cavanaugh Drive . Adams Street Sidewalk Extension, from 6th A venue to 3rd Avenue . 1st Ave. Sidewalk Extension, from Scott Street to Cass Street I City Projects Under Design: I . Vierling Drive, from C.R. 15 to Orchard Park West . Soccer Complex Improvements - including roadway, parking lots and grading . Minnesota River Boat Landing I Other Potential Projects for 2003: I . Huber Park Grading Improvements . 2003 Overlay Project for Streets in Prairie View Subdivision . Tahpah Park Parking Lot Reconstruction . Pheasant Run Storm Sewer Repair . Dominion Hills Outlet Control Structures for Storm Drainage System . Extension of 1 ih A venue East of Independence Drive . Valley View Road Reconstruction by Greenfield Development . Extension of 17th Avenue West of c.R. 79 to C.R. 77 in the Annexation Area . Valley Green Corporate Center Public Improvements . 12th Avenue Widening, West ofC.R. 83 for Canterbury Park . Fuller Street, from 1 st A venue to Levee Drive ill addition to these potential projects, City staff will need to work on the following work activities relating to public improvements and Engineering and Public Works operation for 2003: . Update of the City Standard Specifications and Standard Detail Plates . Right-of-Way Permits and Utility Coordination Meetings . Building Permits Review . NDPES Phase II Permit for Stormwater System . illfrastructure Coordination with Shakopee Mdewakanton Sioux Community . Public Works Remodeling of Public Service Building . Public Works Salt Storage Building . Coordination with MnlDOT on T.H. 41 Study . Coordination with Scott County on C.R. 21 EIS and other County projects ill review of the projects for 2003, staff would have the following recommendations for Council discussion and consideration for staff s priority. Of the feasibility reports ordered by Council, staff believes that feasibility reports for Holmes Street, Adams Street and 1st Avenue sidewalk extension should be delayed for another year, as these projects have significant City fund participation, ifnot 100%. The River District Trunk Sanitary sewer reconstruction is a high priority in order to fix this major trunk line, from the inflow-infiltration problems that have existed in the past. The 4th Avenue, Viking Steel Road and Cavanaugh Drive street reconstruction feasibility report is a high priority for Shakopee Public Utilities in order to meet their time line for their proposed new building on Viking Steel Road. The projects under design include Vierling Drive which is a connection of a major transportation link north of T.H. 169. The soccer complex improvements are improvements that both Shakopee Area Catholic School system and the Soccer Association in Shakopee have been expecting for 2003. The Minnesota River Boat Landing Project has a DNR grant up to $120,000.00 for this project, with the City donating the engineering. Under other possible projects, staff believes that the Huber Park grading improvements, Pheasant Run storm sewer repair and Dominion Hills outlet control structure are high priorities that need to continue for 2003. City Council has previously issued comments that the 2003 overlay and the Tahpah Park parking lot reconstruction should be delayed due to funding limitations. Extension of 1 ih A venue east of illdependence Drive, 1 ih A venue west of c.R. 79, Valley View Road construction by Greenfield development, Valley Green Corporate Center improvements and 12th Avenue widening by Canterbury Park are all development driven projects and have a potential of being done in 2003. Fuller Street extension would also be developer driven, if a development occurs on the City's parking lot. Currently Scott HRA has shown interest in a proj ect for this area. Staff would like to also point out in the other activities that the update of the City's specifications and obtaining of a NDPES Phase II permit by March 10th are high priorities for Engineering staff. ill the Public Works Department, the remodeling of the existing public service building, after the Police occupy their new building, and the construction of a salt storage building would be a high priority for the Public Works Department. On-going coordination with Shakopee Mdewakanton Sioux, MnlDOT and Scott County are activities that staff must be involved in for proper coordination for future projects that affect the City and these agencies. Staff would like to discuss these projects for 2003 and obtain Council direction on which projects are the highest priority and which ones should not be given any further consideration for 2003, in order maximize staffs time in completing projects for 2003. Attached to this memo is a 2003 Project Location Map and 2003 Project Funding Summary with a recommended project list from staff. ALTERNATIVES: 1. Review the 2003 projects with staff and provide direction as to the priorities for 2003. 2. Table for additional information. RECOMMENDATION: Staff recommends that Council provide direction on the projects that staff has outlined and determine what are the priorities of City Council. Holmes Street Shakopee MN 55379 RE: Public Improvement Project, Viking Steel Road/Sarazin street Dear Mr. Loney: In 2002 the Shakopee Public Utilities Commission ac~ired a 20 acre parcel of property a short distance north of 4t Ave and East of Viking Steel Road for a site for our new service center. The architect is now working on the Design Development phase of the building design, with contract award slated for June 2003. Occupancy is slated for August 2004. In searching for a site, the first consideration was for one that would meet the operational needs of the Utilitiest now and future. However, the favorable view by the Planning Commission on our locating on the Viking Steel Road site was a significant factor in the Utilities Commission's selection of that particular site. Construction of city water and sewer facilities in 2003 is essential to our being able to occupy the service center as scheduled, and having a paved road by time of occupancy is important for both truck and customer traffic. The Utilities Commission asks that the Viking steel Road/Sarazin Street Project be constructed as expeditiously as possible.
