Subject: Authorize Hiring of Recreation Supervisor

INTRODUCTION:
We have completed the recruitment, interview, and selection process for the Recreation
Supervisor who will coordinate the youth, teen, and senior program areas. City Council
is asked to authorize the appointment of Bradley Eller to this position.
BACKGROUND:
Council is being asked to fill the Recreation Supervisor vacancy created by the
resignation of Tammy Abrahamson. Since Ms. Abrahamson's resignation in November,
we have worked to restructure position responsibilities for the four Recreation Supervisor
positions. As a result, this position will have the core responsibilities of youth, teen, and
senior programs, as well as working with a variety of special events.
105 individuals applied for the position, and staff utilized the Scott County Personnel
Department to produce a certification list of 16 candidates. Sherry Dvorak (Recreation
Supervisor), Barb Potthier (Customer Service Representative), Bob Greeley (Shakopee
Schools Community Education Director), and I interviewed ten candidates from this list.
Tracy Schaefer and I interviewed four finalists for the position.
RECOMMENDATION:
I am recommending that Bradley Eller be appointed to the position, Mr. Eller is a
graduate of Winona State University, with a Bachelor's Degree in Recreation and
Leisure Studies. He has experience leading and coordinating recreation programs for
the cities of Eagan, Burnsville, and Apple Valley. He currently holds two part-time
positions (20 hours/week each) at the Apple Valley Teen Center and Apple Valley Senior
Center.
If approved, his starting salary would be Grade 7, Step F ($44,000) of the 2003 Non-
Contract Pay Plan, with a tentative start date of February 3, 2003, pending successfully
completion of the required pre-employment physical and criminal history check. As with
all new hires, he would be subject to a 12-month probationary period.
ACTION REQUESTED:
Move to authorize the appointment of Bradley Eller as Recreation Supervisor, contingent
upon successful completion of the pre-employment physical and criminal history check,
at a starting salary of $44,000 (Grade 7, Step F) of the 2003 Pay Plan.
