No. 5843 - L( lo.t: ,/ CITY OF SHAKOPEE Memorandum CONSENT TO: Mayor and City Council FROM: Mark McNeill, City Administrator SUBJECT: 2003 Interim Full Time Non-Contract Pay Plan DATE: January 16, 2003 INTRODUCTION: The Council is asked to adopt a modified interim pay plan for 2003 for non-union employees. BACKGROUND: At its meeting of January i\ the Council adopted the pay plan for non-contract employees, utilizing the 1.5% cost of living adjustment approved by Council for implementation on January 1 st. In that pay plan, it was anticipated at that time that the receptionist position would be incorporated into the Part-Time pay plan for reporting purposes. However, after further review of that situation, it was determined that it is a full time position, but shared by two individuals, and therefore it did not appear to be appropriate to be placed on the part time plan, As a result, the "2003 Classification Grade Levels and Pay Maximum Report", has been modified to show the receptionist position placed again at grade level one of the full time pay plan. As an aside, keeping consistent with the pay plan as recommended in 2002 by the consultant, the pay steps have been rounded to even $100 increments, Therefore, a 1.5% increase as authorized is actually an average - the actual implementation shows some employees are receiving more than 1.5%, and others less than 1.5%, When the final 2003 pay plan is adopted, we may choose to modify the plan, so that people receive the actual percentage increase - instead of increases which lead to the rounded figures. There may then have to be some retroactive adjustments up or down once the final plan is adopted for individual employee recipients. That may be recommended at the time of final adoption. RECOMMENDATION: I recommend that the modified full time non-contract pay plan be adopted. ACTION REQUIRED: If the Council concurs, it should, by motion, adopt the following resolution: RESOLUTION NO, 5843 A RESOLUTION MODIFYING RESOLUTION NO. 5838, ADOPTING A 2003 INTERIM PAY PLAN FOR THE OFFICERS AND NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE tk9~ Mark McNeill City Administrator MM:th RESOLUTION NO. 5843 A RESOLUTION MODIFYING RESOLUTION NO. 5838, ADOPTING A 2003 INTERIM PAY PLAN FOR THE OFFICERS AND NON-UNION EMPLOYEES OF THE CITY OF SHAKOPEE WHEREAS, in accordance with the attached pay schedule, the Interim Pay Plan for Full-Time Employees of the City of Shakopee has been modified to include the position of "Receptionist" in Pay Grade One, with an effective date of December 30, 2002. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE, MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon the City Treasury from and after December 30, 2002, payable to the duly elected officials and appointed non-union employees of the City of Shakopee, BE IT FURTHER RESOLVED that all Resolutions in conflict with this resolution are hereby repealed and terminated effective December 30, 2002.
