SUBJECT: Part-Time Pay Plan Adoption

INTRODUCTION:
The Council is asked to adopt a pay plan for part-time employees of the City of Shakopee
for 2003.
BACKGROUND:
Ammally, the City adopts a pay plan for its part-time employees. These positions were
categorized into the current format of the pay plan by the City's compensation consultant
at the same time that the current full time plan was adopted and implemented on January
1,2002.
The part-time plan consists of five steps, allowing part time employees positions to reach
their top step after three years.
The State pay equity reporting law does define what part time positions are to be reported
for pay equity purposes - those are employees that work more then 14 hours a week and
more then 67 days a year (l00 days if they are students). By checking records, we have
determined that the positions of Building Supervisor, Arena Supervisor, Recording
Secretary, and Service Desk Attendant are to be included in the pay equity report which
is being submitted by the end of this month. Those positions are denoted on the part-time
pay plan with a" * ".
BUDGET IMPACT:
There is no impact on budget as a result ofthis action.
Council should note that there was no cost ofliving adjustment for part-time employees
budgeted in 2003. The non-reportable positions will be looked at individually, and
positions that warrant pay change will be recommended for adjustment as market needs
dictate.
RECOMMENDATION:
I recommend that the part-time pay plan be adopted for 2003, effective December 30,
2002, and that the qualifying part-time employees subject to the pay equity reporting
requirements be included with the City's 2003 pay report.
ACTION REQUIRED:
If the Council concurs, it should, by motion, adopt the following resolution:

A RESOLUTION ADOPTING A 2003 PAY PLAN
FOR PART-TIME EMPLOYEES OF THE
CITY OF SHAKOPEE, MINNESOTA
WHEREAS, the City of Shakopee has established a compensation plan for its
part-time employees; and
WHEREAS, the Part-Time Employee Pay Plan as attached has noted those
employee positions which are reportable to the State Department of Employee Relations
under the State of Minnesota Comparable Worth/Pay Equity Law.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the City Administrator is hereby authorized to issue warrants upon
the City Treasury from and after December 30, 2002, payable to the part-time employees
ofthe City of Shakopee, in accordance with the attached 2003 Part-Time Pay Plan, with
an effective date of December 30,2002.
BE IT FURTHER RESOLVED, that those position which are required to be
reported for pay equity reporting purposes, be included with the City of Shakopee Pay
Equity Report, to be dated January, 2003.
BE IT FURTHER RESOLVED, that all Resolutions in conflict with this
Resolution are hereby repealed and terminated December 30, 2002.
Adopted in regular adjourned session ofthe City Council of the City of Shako pee,
Minnesota, held this 21 st day of January, 2003.
