CITY OF SHAKOPEE Memorandum CONSE'JT TO: Mayor, City Council, and Mark McNeill, City Administrator FROM: Michael Hullander, Public Works Supervisor SUBJECT: Replacement of Street Sweeper DATE: January 21,2002 INTRODUCTION: In the 2003 Capital Equipment Fund, Public Works has identified the need to replace the existing 1995 Elgin Pelican Street Sweeper. An amount of $130,000 has been budgeted for this request. BACKGROUND: The Public Works Department recommends following the Vehicle Replacement Guideline of 8 years for replacement on the Elgin Pelican Street Sweeper. The growth of the community requires heavy usage of this vital piece of equipment. In order to provide reliable, efficient, cost effective service to the public, the fleet maintenance division requests to purchase a new 2003 Elgin Pelican Street Sweeper from Mac Queen Equipment, Inc. for the purchase price of$103,862.00 (see attached quote). Public Works will be using state contract bid pricing for this purchase. The bid price includes $16,000.00 for trade-in of our existing street sweeper. There are four issues staff wants to make council aware of with this purchase: 1. Street sweeping is not just for providing a clean community; it is the most efficient and environmental way to maintain storm water run-off and infrastructure. 2. Storm drain maintenance is an enterprise fund; residents pay a storm drainage utility fee to maintain the system. 3. If council chooses not to replace the sweeper, staff would have to invest approximately $20,000,00 in parts (not including labor) to prevent serious downtime from occurring in maintenance operations. This is only to refurbish the broom assembly and the conveyor. Additional thousands will be needed to replace the drive train gear and chain assembly. This does not include potential repair of the hydraulic system. 4. Stciff is requesting dual gutter brooms with this purchase in order to sweep center medians and left side curbs (railroad tracks) without having to go against traffic. This option is necessary for safety of the operator and the public. ALTERNATIVES: 1. Accept the state bid and purchase 1 new Elgin Pelican Street Sweeper from Mac Queen Equipment, Inc. for the purchase price of $103,862.00. 2. Deny the request 3, Table for additional information. RECOMMENDATIONS: Staff recommends alternative # 1.
