Members Absent: None Staff Present: Gregg V oxland, Finance Director; Mark McNeill, City Administrator; Judith S. Cox, City Clerk; R. Michael Leek, Community Development Director; Bruce Loney, Public Works Director/City Engineer, Jim Thomson, City Attorney; Paul Snook, Economic Development Coordinator; Mark Themig, Facilities and Recreation Director; and Dan Hughes, Chief of Police. I. Roll Call: Acting Chair Lehman called the meeting to order at 7 :46 p,m, Roll was taken as noted above. II. Approval of the A~enda: Link/Mars moved to approve the agenda as presented. Motion carried 4-0. III Approval of the Consent A~enda: Link/Mars moved to approve the Consent Agenda as written. Motion carried 4-0. A. Approval of Minutes for August 7, 2002 and September 3,2002. Link/Mars moved to approve the August 7, 2002 and September 3,2002 meeting minutes. (Motion carried under the Consent Agenda). IV. Financial: A. Approval of Bills. Link/Mars moved to approve the EDA bi11list in the amount of $20,691.57. (Motion carried under the Consent Agenda). V. Resolution 02-04, Decertifyin~ Tax Increment Financin~ District No.1 (K Mart Distribution Center) Gregg Voxland, Finance Director, addressed the decertifying of Tax Increment Financing District No. 1. Mr. Voxland stated that Tax Increment Financing District No.1 was required by State Law to be closed this year. Tax Increment Financing District No.1 had lived out its life expectancy. Mr. Voxland noted that there was one final bond payment due February 1, 2003 and any excess dollars had to be returned to Scott County for redistribution of regular taxes. Mr. V oxland noted that there would be approximately $200,000 going back to Scott County to be redistributed. Joos/Link offered Resolution No. 02-04 A Resolution Of The Economic Development Authority For The City of Shakopee, A Resolution Decertifying Tax Increment Financing District No, 1, and moved its adoption. .' ,. - ,.; . ' ,." Official Proceedings of the November 6,2002 Economic Development Authority Page -2- Mayor Mars noted that this TIF District had done very well for the City of Shakopee. Motion carried 4-0. VI. Small Cities Development Program. A. Update from Carver Co. HRA. Paul Snook, Economic Development Coordinator, approached the podium and gave an update on the Small Cities Development Program. Mr. Snook noted the following: 97% of the grant money in the Single-Family Residential portion had been committed or allocated, 119% of the grant money in the Rental Residential had been committed or allocated, (this includes a transfer from the commercial portion ofthe grant monies) and 45% of the grant money in the Commercial portion had been committed or allocated. Mr, Snook noted that money had been transferred from the commercial portion of the grant to the Rental Residential and Single-Family portions. B. Informational Item: Grant Adjustment Notice from Department of Trade & Economic Development. Mr. Snook noted that a request to DTED had been submitted, per Council direction, for a transfer of funds between programs. Specifically from Commercial to the Single-Family Residential and Rental Residential. Mr. Snook noted that Ms. Leona L. Humphrey, Community Development Representative from DTED, did extend the Grant End Date of the Small Cities Development Program to September 30,2003. VII. Other Business: There was no other business.
