INTRODUCTION:
The Council is asked to establish a workshop to discuss issues relating to the potential
HRA development of the City-owned parking lot east of200 Levee Drive.
BACKGROUND:
The City owns a parking lot that was constructed as part of the downtown mini-bypass; it
is located northwest of the intersection of County Road 69, and the downtown Minnesota
River Bridge.
Since its construction, the lot has been underutilized. In recent years, there have been a
couple of inquiries regarding the potential development of this lot for commercial
purposes. However, the Council has not pursued those options.
The site is also a part ofthe study of the First Avenue corridor currently being performed
by Northwest Associated Consultants (NAC). It is expected that the City will receive a
final draft ofthe First Avenue cooridor within the next couple of weeks.
Several months ago, the Scott County HRA approached the City regarding the possibility
of developing that site for a 57-unit market rate senior apartment building. The Council
did authorize exploratory soils work to be preformed; no issues were discovered that
would make potential construction on the site unfeasible.
The HRA is continuing to pursue this, and has made application for a Conditional Use
Permit for the site, so as to accommodate residential housing. That CUP is expected to
be heard by the Planning Commission on March 6th. It is the desire of the HRA to
consolidate potential construction ofthis 57 apartment building (with the working title of
Northridge Apartments), to be constructed at the same time as another HRA senior
housing project in Belle Plaine. That anticipates a mid-summer start. To accommodate
this, the HRA would need at least a conceptional approval by the Shakopee City Council
by mid-March.
It is likely that discussion of this will need to be considered at a workshop meeting. At
the same time, the results ofNAC First Avenue Corridor Study could be reviewed as
well.
Attached is a copy of a calendar for February and March. Note that February 25th is
already identified for a joint meeting with Shakopee Public Utilities Commission and the
City Council.
RECOMMENDATION:
I recommend that a workshop be scheduled for Tuesday, March 11 th, at 6:00 P.M., to
discuss the downtown parking lot redevelopment by the HRA, and the NAC First Avenue
Corridor Study.
ACTION REQUIRED:
If the Council concurs, it should, by motion, establish Tuesday, March l1t\ at 6:00 P.M.
for a workshop to consider HRA development and the First A venue Corridor Study.
