SUBJECT: Transit Committee Appointments

INTRODUCTION:
The Council is asked to approve the appointments of Councilor Joe He1kamp, and
Community Development Director Michael Leek to the Scott County Transit Committee.
BACKGROUND:
Attached is a memorandum from John Mulcahy of Scott County, which describes the
need to establish a Scott County Transportation Committee. This committee would be
responsible for policy recommendations for the provision of area-wide transit services for
Scott County. Membership would be made up of a City staff member and
Councilmember from each of the cities of Prior Lake, Savage, and Shakopee. Of the
remaining five cities, there would be on additional representative who would be
appointed on an annually rotating basis. As needed, there may also be representation in
the future from a Chamber of Commerce, MVTA, SMSC, SW Metro Transit, and the
Scott County HRA.
Finally, there would be Scott County representation through the Transit Supervisor, and
one Commissioner.
RECOMMENDATION:
After discussing this with Mayor Mars, the recommendation for Shakopee representation
is Councilmember Helkamp and Mr. Leek.
ACTION REQUIRED:
If the Council concurs, it should, by motion, approve the appointment of Joe Helkamp
and Michael Leek as Shakopee representatives to the Scott County Transit Committee.

Subject: Request for Transit Committee Appointment(s)
SUMMARY:
Per a brief introduction by Dave Unmacht at your previous Administrator's meeting,
(as a result of each jurisdiction acceptance of the comprehensive area-wide transit
study), the time has come to appoint city staff and council members to transit
planning/ review committees.
Based on the study findings and current service areas, it is recommended that the
Cities of Prior Lake, Shakopee, and Savage each appoint staff and a council member.
Along with Scott County, your cities would make up the core committee
representatives.
From the remaining 5 cities, one is requested to participate on an annual rotational
basis. Based on the current pilot project service area, it is recommended that the city
of Belle Plaine or Jordan be the first to participate.
As needed, the planning committee may consider including representation from a
Chamber-of-Commerce, MVTA, SMSC, SW Metro Transit, and Scott HRA.
ACTION REQUEST:
No later than the first couple weeks in February, Prior Lake, Shakopee, and Savage
each should appoint staff and a council member to participate on transit
planning/ review committees. Scott County has appointed Troy Beam, Transit
Supervisor to the Transit Planning Committee and Commissioner Jon Ulrich has
accepted a seat on the Transit Review Committee.
The city of Belle Plaine and Jordan are requested to contact each other and determine
which would prefer to participate initially. No later than the first couple weeks in
February this designated city should appoint staff and a council member to
participate on transit planning/ review committees.
Please forward the appointments to me as soon as Administrators have them
confirmed and I will coordinate the first (staff) planning meeting, preferably yet in
February.
BACKGROUND:

I would like to schedule and facilitate the first planning committee in February 2003.
The vision needs to be re-addressed and the committee's purpose (bylaws/mission)
and processes need to be approved before TEA-21 applications become available
(likely to begin in the spring 2003).
The initial responsibility of the planning committee would be to:
1. Draft the purpose and mission (for both the planning and review committee);
2. Draft by-laws (for both the planning and review committee);
3. Appoint committee chair/ speaker that would serve on a rotational basis; and
4. Establish strategic plan.
The ongoing responsibility of the planning committee would be to:
5. Implement transit study vision of a network transit system;
6. Coordinate and pursue collaborative resources pertinent to vision outcome; and
7. On-going communication to enhance and maintain a multi-system network
linkage.
The ongoing responsibility of the review committee (to meet sparingly) would be to:
8. Recommend planning decision1s reflecting its board/ council policy;
9. Recommend allocation of resources need/ requests for the network transit system
plan; and
10. Approve the implementation process.
