SUBJECT: 2003 Full Time Non-Union Contract Pay
DATE: January 27,2003
INTRODUCTION:
The Council is asked to adopt an amended pay plan for full time non-union employees
for 2003. They will have two options: to modify the existing, previously approved 1.5%
interim Pay Plan, or to grant the budgeted 3% increase at this time.
BACKGROUND:
1.5% Increase--At the January ih meeting of the City Council, the Council approved a
1.5% cost of living adjustment for non-union full time employees. The intent had been to
revisit that 1.5% COLA, following final budgetary action by the State legislature.
The 2002 plan as recommended by the pay consultant provided for each step to be
rounded to the closest $100. Rather than add an exact 1.5% to each of those, the
individual steps initial 2003 plan as modified were also rounded to the closest $100.
Therefore, it did add 1.5% to the City's payroll. However, depending on what effect the
rounding did to the specific steps, an employee might receive more or less than 1.5%.
Because of the amounts involved, the proportional effects of rounding are most
pronounced in the lower pay grades.
Upon receipt of the first paycheck following the implementation of the increase 1.5%, a
couple of employees expressed dissatisfaction that they were not receiving the full
increase. After a review, in order to make the change equitable for everyone, my
recommendation is to adjust the 2003 plan to provide for exact 1.5% increases. If this
option is approved by Council, we would retroactively adjust the next available pay
check, so that those employees who received less than the full 1.5% would be adjusted
upwards; those received slightly more would be adjusted downward.
3.0% Increase--On January 2ih, a proposal was made in the Minnesota House of
Representatives to freeze wages for all public employees in the State from an effective
date of February 1,2003, to June 30, 2005. A similar bill was introduced in the Senate
on January 29th.
Information that I have received indicates that passage of these bills into law is unlikely,
and that it shouldn't be a concern. However, if these bills become law and survive the
inevitable challenges from public employee unions and others who have a stake in the
issue, Shakopee's non-contract employees will be penalized for the City of Shakopee
being cautious and fiscally conservative until after the Legislature had acted on the whole
budget deficit package.
The budget reduction exercise that the City Council undertook determined that the funds
from any wage reduction will not be needed to make "ends meet", at least for 2003.
Therefore, rather than continue the uncertainty for non-contract employees, the Council
should consider granting the budgeted 3% now. (Council will recall that the 3% figure is
consistent with the 3 to 3.5% that most other metro-area cities were granting for 2003.
That average figure may have changed downward since that time). Regardless of passage
ofthe law, the City Attorney feels that the retroactive January 1 date would supercede the
February 1 effective date of a law.
BUDGET IMPACT:
This 1.5% is revenue neutral for the City. The 3.0% figure for non-contract employees
would be approximately $37,500 additional (the impact of the added 1.5%)
RECOMMENDATION:
I recommend that the 2003 Pay Plan be adopted to reflect the budgeted 3.0% increase for
non-contract employees. That is shown as "Version 2" of the attached resolution.
If the Council wants to retain the 1.5% interim amount, but remove the effects of the
rounding as suggested, it should adopt "Version 1" of Resolution 5843.
ACTION REQUIRED:
If the Council concurs with the 3.0% recommendation, it should, by motion, adopt
Version 2 of the following resolution:

A RESOLUTION AMENDING RESOLUTION NO. 5838 WHICH ADOPTED
THE 2003 INTERM PAY SCHEDULE FOR THE OFFICERS AND NON-UNION
EMPLOYEES OF THE CITY OF SHAKOPEE
WHEREAS, on January 7,2003, the City Council of the City of Shako pee,
Minnesota, adopted Resolution No. 5838, approving the 2003 Interim Pay Schedule for
the officers and non-union employees of the City of Shakopee; and
WHEREAS, the shared part-time Receptionist classification is restored to Grade
Levell; and Attachment A is added which establishes the 2003 rates for elected officials
and non-union firefighters; and
WHEREAS, the 2003 Interim Pay Scheduled has been recalculated using the
exact percentage increase method to replace the 2003 Interim Pay Schedule, which used
the rounding method; therefore it is necessary to amend the pay plan.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SHAKOPEE,
MINNESOTA, that the 2003 Interim Pay Schedule is hereby amended by the attached
2003 Interim Pay Schedule; the 2003 Classification Grade Levels and Pay Maximums
Schedule and,Attachment A.
