Design Services and Construction Documents for Phaesant Run Park /s.o. 3 # CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City A<;Jministrator From: Mark McQuillan, Natural Resource Director Subject: Authorization to Hire Loucks Associates to Provide Design Services and Construction Documents for Pheasant Run Park: Date: February 10,2003 INTRODUCTION The City Council is asked to authorize the appropriate City officials to enter into an agreement with Loucks Associates to provide design services and construction documents for Pheasant Run Park. BACKGROUND Pheasant Run Park: is located at Cardinal Drive and Teal Street. It is .88 acres in size or the size of four City Lots. The topography presents a challenge in that it is more conducive for houses with walkout basements than a park. The City received the land as a gift from the developer at final plat approval for the Pheasant Run Development. Staff has been meeting for three months with a Neighborhood Park Planning Committee to develop conceptual plans for the park. In addition, the Committee is reviewing a myriad of playground equipment and park supplies to include in the plan. The next phase of this project is the preparation of the final park master plan at scale. Historically, we have used our engineers to create plans for parking lots, trails and roadways for parks, but not for general park: and landscape improvements. Additionally, the Engineering staff has a full plate of road projects for 2003 and would not be available until late fall. For Pheasant Run Park, staff recommends hiring a park: planner to prepare a final master plan and construction documents. The construction documents are based on the final master plan. These plans will include a sitelJayout plan, grading plan, landscape plan, details, cross sections, and material notes and specifications needed for contractor bidding. RECOMMENDATION Staff received proposals from two different park: planners. They are: Ingraham and Associates (who we have used on several park projects) and Loucks Associates. Both companies are very capable and equipped to handle this project. Ingraham & Associates submitted a proposal for $5,750.00 plus mileage and miscellaneous expenses. Loucks Associates submitted a proposal for $5,940.00 plus mileage and miscellaneous expenses. The difference is $190.00. Staff is recommending Loucks Associates even though they submitted a higher amount in their proposal. The City has used Ingraham and Associates on numerous park projects and we have been quite pleased with their work. However, previous City Councils have encouraged staff, whenever possible, to use different planners to get different perspective on how we want our parks to look like. Since the difference in price is nominal, staff is recommending Loucks Associates. The Principal Planner Anthony Kangas is a fonner park. planner for the City of Maple Grove, Minnesota. Mr. Kangas and I have met to review his previous projects and I am impressed with his work. Mr. Kangas also is a Landscape Architect.
