CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Mark McQuillan, Natural Resource Director Subject: Huber Park Grading Plan Date: January 27, 2003 INTRODUCTION The City Council is asked to decide on a new grade elevation for Huber Park and to direct staff to prepare grading plans and an application for a Conditional Use Permit (CUP) to add fill in Huber Park. BACKGROUND During the Capital Improvement Program Workshop last summer, the City Council felt it was desirable to raise the grade of Huber Park above flood level. However, Council did not indicate which level it meant to be above: 1oo-year, 50-year, or 10-year flood level. According to the DNR, the 10-year flood stage is 710,9 ft, the 50-year flood stage is 719.6 ft and the 1 OO-year flood stage is 723.3 ft. First Avenue is 735 feet above sea level. FLOOD PROFILE Engineering conducted a flood profile study to determine what impact adding fill would have downstream. It was determined raising the grade, at whatever fevel, would have minimal impact to the flood plain. HISTORICAL FLOOD CRESTS To determine an acceptable grade level, we first reviewed the top five historical river crests for the Minnesota River. 1, 1965 - 721,8 feet 2. 1969-719.7feet 3. 1993 - 719.29 feet 4. 2001 - 718.1 feet 5. 1997 - 717.86 feet COST ANALYSIS TO FILL HUBER PARK Hauling/fill costs are based at $3 per cubic yard, The maintenance cost is based on additional cleaning of park facilities for the year it floods. The new Huber Park Master Plan shows the stage area at the 10 year flood (710'); the current elevation, This means much of the park, including the band shell, would be under water during a 50 year and 100 year flood, The plan took into consideration flood resistant materials for the band shell and so it we can be cleaned easily when the floodwaters recede. Council, however, prefers to raise most of the park above the flood levels, In the fall of 2002, staff met with George Watson of Brauer & Associates, who developed the plan, to discuss what effects raising the grade will have on the performance area. Mr. Watson felt raising the ground elevation of the park would not affect the integrity of the master plan as long the ~ting area is sloped or terraced down towards the stage. lna recent meeting with Councilman Clete Unk and City Engineering Technician Jim Henderson, who is designing the River District Sewer System, raising the ground elevation to 718' in Huber Park is an acceptable grade for the performance area and sewer system. Elevating the stage itself an additional two feet (720') puts it above the SO-year flood level (719.6'). Maintenance of the band shell would be minimal. City crews would power wash the sidewalk, retaining wall and the stage floor. CUP To add fill in Huber Park, the City needs to apply for a Conditional Use Permit (CUP) and submit a grading plan. Mr. Leek has infonned us the application for CUP should be submitted by February 20, 2003 in order to receive consideration by the Board of Adjustments and Appeals on April 3, 2003. The City is required to give the Minnesota Department of Natural Resources thirty (30) days in which to review any CUP request involving the flood plain. Unless appealed, the CUP request would not need to go to the City Council. PROGRAMMING Based on the historical information, when the Minnesota River overflows its banks, it happens during in the months of April and May. PaJK. activities such as band concerts, picnicking, trail usage, and Derby Days generally occur in June, July and August STAFF RECOMMENDATION Staff recommends the City Council to: . Approve a grade elevation for the base of Huber Park's performance area at 718 feet and 720 feet for the stage, and . To direct staff to file an application for a Conditional Use Permit to add fill in the park.
