CITY OF SHAKOPEE Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consider Parking Control Signage for the Intersection of 11 th A venue and C.R. 79 DATE: February 18, 2003 INTRODUCTION: This item is for Council consideration to post additional "no parking" signage at the intersection of 11 th A venue and County Road (C.R.) 79, as directed by City Council at the February 4, 2003 Council meeting. BACKGROUND: At the February 4,2003 Council meeting, a resident asked the City Council to investigate the intersection of 11 th A venue and C.R. 79 in regard to site distance problems due to the amount of parking of vehicles in this area, primarily due to the Shakopee High School. At this intersection, c.R. 79 has a 45 M.P.H. speed limit south of 11 th A venue and north of 11 th A venue; the speed limit is 30 m.p.h. Attached to the memo is staff's report on the site distance problem at this intersection. In the City's Zoning Ordinance on Page 1343, the zoning code does have site triangles for various street classifications in the City of Shakopee. At this intersection of a minor arterial for a local street, the City Code requires a 30' x 30' site triangle as measured from the extension of curb lines at the intersection. Also, staff did review this intersection in regard to site distance to allow turning movements from 11 th A venue onto c.R. 79, as per the Mn/DOT Road Design Manual. Staff has included the design sheets for the site distance, based on Mn/Dot criteria, and provided a drawing showing the necessary site distances needed for the various speeds along C.R. 79. Per City Code, Section 7.03, Parking and Traffic Control, this requires Council action for any device, sign or signal to be erected or maintained for traffic or parking control, thus the Council must approve the installation as such. After reviewing the site distance triangle and the information from both City Code and Mn/DOT Road Design Manual, it is recommended by staff that additional "no parking" signage be place along the east side of C.R. 79, from 11th Avenue to 120 feet north of 11 th A venue curb line. This would provide additional site distance for a vehicle making a left turn from 11th Avenue and based on a 45 m.p.h. on C.R. 79 which would be the most conservative. Also, the Engineering Department would recommend that vehicles not park closer than 30 feet from a stop sign on 11th A venue, as required by City Code Section 9.02. ALTERNATIVES: 1. Direct staff to install "no parking" signs on C.R. 79, from 11th Avenue to 120 feet north of 11 th A venue curb line, and as described in this memorandum. 2. Direct staff to leave traffic signs as is. 3. Table for additional infonnation. RECOMMENDATION: Staff recommends Alternative No.1, to install "no parking" signs on C.R. 79, from 11th Avenue to 120 feet north of 11 th Avenue curb line. Also, staff will need to apply for a County permit to install such signs in their right-of-way and seek approval of restricting parking in this area. SiQht TrianQles. The area between three (3) and ten (10) feet in height shall be maintained clear of all obstructions at the intersections of streets with other streets and driveways for safety of pedestrians and people in vehicles. Structures and landscaping are prohibited within any sight triangle, except that structures or landscaping are permitted if they do not exceed one (1) foot in width or diameter. Property in the central business (8-3) zone is exempt from the sight triangle requirements. A. Street Intersections. The chart below specifies the required clear area for each street intersection. The City Engineer may require additional triangle area if a traffic study or special conditions indicate that additional protection is needed. Driveway Intersections. The street/driveway sight triangle shall be calculated by measuring a straight line down the edges of the pavement or curb or projection thereof, and drawing a third straight line connecting the extremities of the other two (2) lines. On the right side of the driveway, as determined when standing in the driveway facing the street, the sight triangle shall extend forty (40) feet down the street and twelve (12) feet from the edge of the street up the driveway pavement, with a third line connecting the other two (2) lines. On the left side of the driveway, the sight triangle shall extend sixty-five (65) feet down the street and twelve (12) feet up the driveway pavement, with a third line connecting the other two (2) lines. As to any vehicle parking in violation of Chapters 7, 8 and 9 when the driver thereof is not present, it shall be presumed that the owner parked the same, or that the driver was acting as the agent of the owner. (Ord. 1, April 1, 1978) SEC. 9.02. GENERAL PARKING PROHIBITIONS. It is unlawful for any person to stop, stand or park a vehicle except when necessary to avoid conflict with other traffic or in compliance with the specific directions of a police officer or traffic control device in any of the following places; (1) on a sidewalk; (2) in front of a public or private driveway; (3) within an intersection; (4) within ten (10) feet of a fire hydrant; (5) on a crosswalk; (6) within twenty (20) feet of a crosswalk at any intersection; (7) in a sign-posted fire lane; (8) within thirty (30) feet upon the approach to any flashing beacon, stop sign or traffic control signal located at the side of a roadway; (9) within fifty (50) feet of the nearest rail of a railroad crossing except in a parking lot; (10) within twenty (20) feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within seventy-five (75) feet of said entrance when properly sign-posted; (11) alongside or opposite any street excavation or obstruction when such stopping, standing or parking would obstruct traffic; (12) on the roadway side of any vehicle stopped or parked at the edge or curb of a street; (13) upon any bridge or other elevated structure upon a street; (14) at any place where official signs prohibit or restrict stopping, parking or both; (15) in any alley, except for loading or unloading and then only so long as reasonably necessary for such loading and unloading to or from adjacent premises; or, (16) on any boulevard which has been curbed, (Ord, 127, August 4,1983) SEC. 9.03. UNAUTHORIZED REMOVAL.
