SUBJECT: Mn/DOT Presentation - New TH 41 River Crossing Study
DATE: February 13,2003
Several weeks ago, Mn/DOT staff members met with City staff to review plans that Mn/DOT
has to embark upon a study of five possible corridors for a future TH 41 bridge crossing. This is
a long-term project, which separately MNDOT has said may be 25 years before becoming a
reality.
However, as a first step in this lengthy process, a crossing study must be performed. Mn/DOT
South Metro Area Manager Lisa Freese has requested an opportunity to appear before Council,
to review MnlDOT's proposal, and gather any input that the Shakopee City Council might have
for this.
A brief presentation will be scheduled near the beginning of the February 18th City Council
meeting.

Page Content: The Minnesota Department of Transportation (Mn/DOT) is pleased to annour
o Overview commencement of the TH 41 Minnesota River Crossing Scoping Study. This
o Study Process and initiated as a follow-up to previous transportation studies in the TH 169/TH 41
Outcome in which the need for increased capacity on TH 41 to meet increasing travel c
o Study Area identified. The scoping study will include analysis of existing and future trans(
o Study Schedule of the TH 41 corridor between TH 169 and TH 212 (including the Minnesota f
, identification of alternatives to meet transportation need; and identification of
economic and environmental impacts. The scoping process is the first step in
MnlDOT Home preparation of an Environmental Impact Statement (EIS) for the project.

Study Process and Outcome
I The scoping study process will include transportation analyses, consideratior
alternatives, and evaluation of potential environmental impacts of the alternat
:Ste\~~ilB!l" input from interested parties throughout the process. The final product of the
process will be a Scoping Decision Document that summarizes the findings a
u made during the scoping process, to be used as the basis for EIS studies. Th
Decision Document will include discussions of the following:
. Project purpose and need - Identification of the existing and forecast fu
transportation problems identified in the TH 41 study corridor.
. Alternatives - A summary of all alternatives considered, reasons for nol
specific alternatives forward, and a list of alternatives that will be carrie,
study in greater detail in the EIS. The No Build alternative is always cal

review and comment, and a public scoping meeting will be held prior to relea:
