CITY OF SHAKOPEE MEMORANDUM To: Mayor and City Council Mark McNeill, City Administrator From: Jamie Polley, Parks, Recreation & Natural Resources Director Meeting Date: May 5, 2009 Subject: Hamlet Park Improveme,nts INTRODUCTION The Parks and Recreation Advisory Board is recommending to City Council the approval of various improvements to the Hamlet Tot Lot Park and adjacent open space. BACKGROUND On April 27, 2009 the PRAB reviewed the proposed improvements to the Hamlet Tot Lot and adjacent open space by the Hamlet Home Owners Association (HOA). The HOA approached the City with a number of improvements they would like to contribute to in order to enhance the Hamlet Tot Lot Park and the adjacent open space. The items include installing a sidewalk the length of the north side of the park, installing an additional picnic table, donating and installing irrigation to the landscaped area on the corner of Southbridge Parkway and Windsor Dr S and cleaning up of the open space area adjacent to the landscaped area. Hamlet Tot Lot currently has access from the street however there is not a sidewalk on the park side of the street to allow for safe access to the playground from other sidewalks (Attachment A). The HOA has agreed to pay for all materials to install the sidewalk and repair the turf if the City would provide the labor. The estimated cost of materials and labor is approximately $11,000.00. Public Works had planned to install a sidewalk in a different location this summer but is willing to do the labor of installing this sidewalk instead. The HOA is proposing to purchase a picnic table to install outside of the current shelter. The HOA is requesting that the City accept the donation and provide staff to assist in the installation. Public Works staff has agreed to install the picnic table once it is purchased. In addition the HOA is requesting the City's permission to install irrigat,ion on the corner of South bridge Parkway and Windsor Dr S (Attachment B). This area is City owned open space/park land. The HOA currently maintains the trees and mows the area. The HOA would like to install the irrigation to enhance the landscaped area and to enhance the entrance into the subdivision. The cost of the irrigation is approximately $2,900.00. The irrigation line would be connected to the irrigation lines currently in the Southbridge Parkway. A separate waterline is not required. The Hamlet HOA would maintain the irrigation system in the same way that the South bridge Master HOA maintains the improvements they made in the parkway. The City would not be responsible for maintaining the irrigation. Finally, the Hamlet HOA is seeking the permission of the City to clean up the City owned open space area on the corner of Southbridge Parkway and Windsor Dr S containing the proposed irrigated area (Attachment B). This area is overgrown and contains buckthorn. The HOA would like to clean up the open space area to prevent the spread of buckthorn and to make the area esthetically pleasing. It is anticipated that the HOA and the City will work together in the future to put together a management plan for the additional open space areas within the development. The Public Works Department was in attendance at the meeting and confirmed their approval of the proposed improvements. City Vision B. High quality of life C.
