Eagle Creek Boulevard, from Marschall Road to CSAH 83 and
Dean Lakes Boulevard, from CSAH 83 to Dean Lakes Trail

INTRODUCTION:
Attached are the authorizations to erect the appropriate signs designated for reasonable
safe speeds on Eagle Creek Boulevard and Dean Lakes Boulevard. The purpose of this
Council agenda item is to accept Mn!DOT's Speed Zone Study and erect the appropriate
signs, per these authorizations.
BACKGROUND:
Previously, City Council authorized a speed zone investigation to. be done by adopting
Resolution No. 6744 and this resolution adoption was sent to Mn!DOT to begin a speed
investigation study. The date of the request to Mn/DOT was March 26, 2008 and the
final date of the study is April 3, 2009.
Previously, the speed limit on Eagle Creek Boulevard (formerly C.R. 16) was posted at
50 m.p.h. and the speed limit near CSAH 83 intersection was posted at 40 m.p.h. The
speed zone investigation done by Mn!DOT has produced the speed limit authorization of
Eagle Creek Boulevard remaining at 50 m.p.h., from CSAH 17 to approximately 800 feet
west of the intersection with CSAH 83. From that point to the east all the way to Dean
Lakes Trail, the speed limit should be posted at 35 m.p.h. The only speed limit change
that is necessary would be the 35 m.p.h. signage on Eagle Creek Boulevard,
approximately 800 feet west of CSAH 83 and on Dean Lakes Boulevard, from CSAH 83
to Dean Lakes Trail. The posted speed limit is to be 35 m.p.h. City Council has the
authority to install traffic or parking control signs and the request from staff is to accept
the MnJDOT authorizations and to erect the appropriate signs consistent with those
authorizations.
ALTERNATIVES:
1. Approve a motion accepting the Mn/DOT speed limit authorizations for Eagle
Creek Boulevard and Dean Lakes Boulevard and authorize staff to erect the
appropriate signage to implement these authorizations.
2. Do not authorize staff to install signs at this time.

RECOMMENDATION:
Staff recommends Alternative No.1, as Mn/DOT does have the authority to place speed
limit authorizations as per Minnesota Statutes Section 169.14, and the City did request a
speed zone investigation to be done by Resolution No. 6744.
ACTION REOUESTED:
Approve a motion accepting the Mn/DOT speed limit authorizations for Eagle Creek
Boulevard and Dean Lakes Boulevard and authorize staff to erect the appropriate signage
to implement these authorizations.

As requested on March 26, 2008, attached are authorizations to erect the appropriate
signs designating the reasonable and safe speeds on Eagle Creek Boulevard (Old
CSAH 16) and Dean Lakes Boulevard.
'Please keep these authorizations in your permanent files; we have our necessary copies.
Erection of signs shall be in conformance with the current Minnesota Manual on Uniform
Traffic Control Devices.
Note the contingency on the authorizations. This must be met before the regulatory
speed limit signs are erected or changed.

The speed limits, described in this authorization, are authorized contingent upon curves and hazards being
signed with the appropriate advance curve or warning sigris, including appropriate speed advisory plates.
The roadway described shall be reviewed for traffic control devices impacted by the authorized speed .

SUBJECT: Speed Zone Investigation on Eagle Creek Boulevard

INTRODUCTION:
On March 11, 2008, City Council directed staff to initiate a study for the speed limit for
the section of roadway along old County Road (C.R.) 16 (Eagle Creek Boulevard), from
CSAH 17 to CSAH 83. Attached is Resolution No. 6744 , a resolution requesting the
Commissioner of Transportation to conduct a speed zone investigation on Eagle Creek
Boulevard (previously named C.R 16), from CSAH 17 to CSAH 83.
BACKGROUND:
The City Council directed staff to initiate a speed limit study for this segment of roadway.
The process involved in having a speed study conducted involves adopting a resolution
requesting a speed zone investigation to be done by Mn/DOT. Staff did review this
segment of roadway and has determined that this roadway has had a previous speed study
done in 1996, thus to change the speed limit, another study needs to be done by the
Commissioner of Transportation. In order to proceed with a speed zone study, the City
Council must a adopt a resolution requesting the Commissioner of Transportation to
conduct a speed zone investigation.
Historically, the speed limit from these engineering and traffic investigation studies are
determined by the speed of the 85th percentile of the traffic speed measured. From these
studies, the speed lillrit can be increased as well as reduced. The speed limit on Eagle
Creek Boulevard is at 50 m.p.h. Staff believes with the amount of growth since 1996,
and since a four-way stop control was installed at Vierling Drive and Eagle Creek
Boulevard, a speed study is warranted.
ALTERNATIVES:
1. Adopt Resolution No. 6744, a resolution requesting the Commissioner of
Transportation to conduct a speed zone study investigation on Eagle Creek
Boulevard.

Offer Resolution No. 6744, A Resolution Requesting the Commissioner of
Transportation to Conduct a Speed Zone Investigation on Eagle Creek Boulevard
(formerly C.R. 16), from CSAH 17 to CSAH 83 and move its adoption.

A Resolution Requesting The Commissioner Of Transportation
To Conduct A speed Zone Investigation On
Eagle Creek Boulevard (Formerly C.R. 16)
From CSAH 17 To CSAH 83
WHEREAS, a request from residents along Eagle Creek Boulevard has been
received by the City of Shakopee to consider a reduction in the speed limits; and
WHEREAS, the City of Shakopee has approved a Memorandum of
Understanding on the jurisdictional transfer from Scott County of Eagle Creek
Boulevard, from CSAH 17 to CSAH 83.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SHAKOPEE, MINNESOTA: that pursuant to the provisions of
Subdivision 5, Section 169.14 of the Highway Traffic Regulation Act, the Commissioner
of Transportation, upon the basis of an engineering and traffic investigation, be and
hereby requested to authorize the erection of appropriate signs designating a reasonable
and safe speed limit upon the following described highway.
