SUBJECT: Clean-Up Day Price Increases

Introduction
Staff is proposing an increase in gate fees to cover the costs of Clean Up Day.
Background
City staff is planning on holding the annual Clean Up Day on Saturday, May 3 from 7:30
am - 12:00 pm. I have attached a brief summary of Clean-Up Day for those that are
unfamiliar with the program.
Due to increasing disposal and labor costs, and new budget reductions, the City of
Shakopee will not break even at its annual Clean-Up Day, unless gate fees are increased.
Last year, the City received $12,409 in revenues from grant monies, gate fees, and
reimbursements for items like scrap metal; however, the total cost to the City was
$20,745.52, thus leaving a $9,336 deficit to be taken from general fund money. For the
first time, City will receive roughly $1,200 from the City's recycling rebate program with
Dick's Sanitation that will be used to offset costs of Clean Up Day.
Staff does not want to eliminate this increasing popular city program (over 350
participants last year), but it does realize with the current financial picture ofthe City that
the extra money does not exist in the General Fund. City staff therefore recommends
increasing the gate fees to cover Clean Up Day costs.

The above prices are still much cheaper than the going market rate. Residents also have
the option to dispose curbside most large bulk items like appliances every Wednesday

with Dick's Sanitation for a fee. Staffhas also added $20/console TV or console stereo
due to the high cost to dispose of these items.
In previous years, Clean Up Day lasted until 12:30, but staff is proposing 12:00 to also
decrease some labor costs,
Action
Approve the following change in 2003 Clean Up Day gate fees. If the Council concurs, it
should, by motion:

Clean Up Day - May 3rd
On Saturday, May 3rd, between the hours of7:30 am -12:00 pm the City of Shako pee in
cooperation with Louisville Township, Jackson Township and Scott County will provide
disposal of recyclable items. Recyclable items shall include the following items only:
Yard waste, car batteries, tires (4 tire limit), brush, scrap metal and major appliances-2
appliance limit (refrigerator, stove, freezer, etc.) and electronics (microwave, computer,
TV). Residents wishing to dispose of ANY other refuse other than what is described as
recyclable items will be charged a flat fee based on the type of vehicle transporting said
refuse (see tipping fees for refuse loads below). The disposal site will be located behind
the Shakopee Municipal Services building, 500 Gorman Street, 952-233-3800. (See map
for directions).
Here are a few simple rules that will be enforced at the disposal site:
1. City of Shakopee, Jackson and Louisville Township ResidentIBusiness LD.'s will
be checked to ensure Shakopee, Jackson and Louisville Township Residency.
2. NO liquids, paints, or chemicals.
3. NO logs or stumps. Brush is OK if cut in 6' lengths and less than 3' in diameter,
4. NO contractor building material debris (including lumber).
5. NO vehicles larger than a pick-up truck.
6. NO more than 2 appliances per vehicle.
7. NO more than 4 tires per vehicle.
8. NO water softeners or dehumidifiers.
9. Yard waste constitutes grass, leaves, garden material and brush.
10. Electronics (microwave, computer, stereo, television) WILL be accepted.
A $20 fee will be charged to those vehicles for recyclable and refuse items.
Extra tires will be taken for an additional fee of$3.00 each off the rim, and $5.00 each on
the rim.
Clean Up Day is funded in part through grants received from Scott County.
In addition to Clean Up Day, the Parks and Recreation Department is also hosting the
"For Your Parks Day" from 9:30 am - 11 :30 am. Enjoy the beauty and fresh air of the
outdoors while you lend a helping hand in enhancing Shakopee's unique park and trail
system, Volunteers will be spring cleaning various parks and trails that need a little TLC
(picking up refuse). Bring your family/group or work individually to show pride in your
community parks.

Shakopee Rotary is Looking For Your Help on Saturday, May 3rd
Rotary is working in conjunction with the City of Shakopee's Spring Cleanup and
Bridging, Inc. Rotary is looking for donations of unwanted furniture and household
items. Come directly to north side ofthe building. No waiting line!
