Is. D.S:
CITY OF SHAKOPEE
Memorandum
CASELOG NO.: N.A
TO: Mayor and City Council
Mark McNeill, City Administrator
FROM: R. Michael Leek, Community Development Director
SUBJECT: City of Shakopee/Jackson Township Joint Planning Meeting
MEETING DATE: March 4, 2003
INTRODUCTION:
The orderly annexation agreement (OAA) entered into in 2002 by the City of Shakopee and
Jackson Township requires that the parties conduct a minimum of two (2) joint planning meetings
per calendar year. The purpose of these meetings is to discuss potential amendments to the OAA,
specific development proposals or annexation petitions, obtain feedback on planning
studies/capital improvement projects, or other related topics. Under the agreement at least one
elected official is required to attend the planning meetings.
The Council is asked to provide direction to staff regarding issues that it would like to discuss at a
meeting to be scheduled in the near future. Some examples might be;
1. The Tollefson proposal for development of the 120 acre area that was recently ordered
annexed by the City Council;
2. The Marystown L.L.C. parcels and their development;
3. Implications of, or needed revisions to, the Chaska Interceptor Agreement with the
Metropolitan Council;
4. Desired pace or rate of annexations;
5. Cooperation to identify future lands for uses such as parks and fire stations.
Council is also asked to provide staff with some guidance regarding desirable or undesirable dates
for a joint planning meeting.
ACTION REQUESTED:
Provide staff with a list of issues that the Council would like to have on the agenda for the first joint
planning meeting under the OAA, as well as possible desirable dates and times for such meeting.
