SUBJECT: Authorize Stop Signs in the Greenfield Development
DATE: March 4, 2003
INTRODUCTION:
This memorandum is intended to have Council authorize the placement of stop signs in
the Greenfield Development.
BACKGROUND:
The Greenfield Development is a single family housing development with over 300
homes and streets were constructed in 2002 with several housing units being constructed
currently. The developer recently has installed stop signs, in his development, beyond
what City staffhad recommended for this development. Attached to this memorandum is
a drawing showing the stop signs installed within this development. Also this drawing
shows the recommended stop signs that should remain, based on previous signage
practices in the City of Shakopee.
Initial direction given to the developer in placing stop signs, was to place stop signs at the
streets connecting to the collector street of Independence Drive and at the connection of
Independence Drive to Valley View Road. No other stop signs were recommended, at
this time, due to the existence of no traffic. In review of this subdivision, there are other
locations of street intersections, which may need a stop sign in the future, based on staff s
opinion and past experiences and in consultation with Chuck Rickart of WSB &
Associates.
Thrush Street and Crane Street are both an east-west local street, connecting much of the
development to Independence Drive. Some of the street intersections are very close to
Independence Drive, thus stop sign control at some of these intersections, in staff s
opinion, is warranted. The intersections that are close to Independence Drive are at
Omega Drive and Crane Street; and Omega Drive and Thrush Street.
Also, it is staffs opinion that Thrush Street will act as a local feeder in this area, as
ultimately this street will connect to CSAH 83. It is recommended that stop signs remain
at Ormond Drive with Thrush Street and Omega Drive with Thrush Street. It would also
be recommended that the intersection of Williams Street and Thrush Street be studied this
year for stOp sign control. Crane Street is an east-west route that would connect Pheasant
Run, Greenfield and future developments to the east and may need stop sign control in
the future depending on traffic volumes.
Typically, on local streets, staff would receive a request from residents along those
streets, requests from City Councilor observe the need based on staff monitoring the
traffic or performing a traffic control sign study in which the volumes, accidents, site
distance and other criteria would be analyzed to see if stop sign control is warranted. It is
staffs opinion that the intersection of Crane Street and Omega Street; and Crane Street
and Elsberry Curve would warrant stop sign control due to these intersections closeness
to the intersection of Independence Drive. Other intersections on Crane Street would
need to be studied in the future to see if warrants are met.
In review of this development, and in light that the developer has gone out and installed
several stop signs, staff is asking City Council to authorize stop sign control in this
development, as per City Code. The City Council has the authority for permanent traffic
or parking control on City streets.
ALTERNATIVES:
1. Authorize the stop SIgn placement III the Greenfield development, as
recommended by staff in this memo and the attached drawing.
2. Authorize the stop sign placement in the Greenfield development, as determined
by the City Council.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, to allow the stop signs that are needed to remain, in
staffs opinion, without a traffic control stop sign study and the others to be removed until
they are warranted by a stop sign study.
ACTION REQUESTED:
Authorize the stop sign placement in the Greenfield development, as recommended by
staff in this memo and the attached drawing.
