Subject: Authorize Hiring of Facility Maintenance Lead Worker
Authorize Filling Public Works Vacancy
INTRODUCTION:
We have completed the recruitment, interview, and selection process for the Facility
Maintenance Lead Worker position. City Council is asked to authorize the appointment
of Duane Toenyan, currently a Public Works employee, for this position.
BACKGROUND:
In February 2003, Council authorized the creation of a Facility Maintenance Lead
Worker position to replace the vacant Building Maintenance position held previously by
Charlie Fuller. As part of that action, Council authorized staff to recruit internally for the
position.
Two current employees applied, and staff utilized an interview team consisting of Kim
Henke, Information Services Coordinator, Tracy Schaefer, Assistant to the City
Administrator and myself to conduct interviews.
RECOMMENDATION:
I am recommending that Duane Toenyan be appointed to the position. Mr. Toenyan is a
current Public Works Maintenance Worker in the Street Division. Prior to beginning his
employment with the City in 1996, he held a position with Sunny Acres Community
where he managed maintenance and building systems. He also has experience from
Control Data as a computer repair technician.
Past practice has been to place a current employee promoted to another position at the
closest step over his or her current salary. Mr. Toenyen's rate of pay is currently
established in the expired 2002 Public Works Labor Agreement, and has not yet been
determined for 2003. Therefore, if he is approved for hire, Mr. Toenyan's starting salary
would be Grade 5, Step D ($40,685) of the 2003 Non-Contract Pay Plan (the next step
above his current 2002 rate of $39,536). Once 2003 Public Works contract pay rates are
determined, it is likely that his salary as a Maintenance Worker would be more than the
Grade 5, Step D amount. If such a situation occurs, he should be moved to Step C
($42,539). His start date in this position would be March 24, 2003.
Also, since this is an internal appointment, a vacancy is being created in the Public
Works Department. Bruce Loney, Public Works Director, is requesting that City Council
authorize filling this vacancy.
ACTION REQUESTED:
Move to authorize:
1. The appointment of Duane Toenyan as Facility Maintenance Lead Worker, at a
starting salary of $40,685 (Grade 5, Step D) of the 2003 Pay Plan, with the
understanding that his step placement would change, depending upon the
outcome of the Public Works contract negotiations.
2. Filling the Public Works vacancy created by this appointment.
