East Plat Line of Greenfield

INTRODUCTION:
Attached is Resolution No. 5867, which orders the preparation of a feasibility report for
the construction of Valley View Road, from east plat line of Pheasant Run 6th Addition to
the east plat line of Greenfield.
BACKGROUND:
In the Draft 2003-2007 Capital Improvement Plan, on Page No. 7-92, is the proposed
construction of Valley View Road along the Greenfield development. Construction of
this existing gravel road to a paved collector street is necessary to provide an additional
paved route along these developing residential areas.
Valley View Road is shown as a City collector in the Draft Transportation Plan. These
collectors include a sidewalk and bituminous trail with the extension of sanitary sewer
and watermain, as necessary, and storm sewer included in the urban design street. The
City does have a petition and a Letter of Credit from the developer of Greenfield for their
share of the assessments associated with this project. At this time there are a number of
housing starts in this area and residents will be occupying these houses adjacent to this
current graveled surface road.
Staff is requesting authorization to begin a feasibility report now, due to the amount of
housing starts in this area, and to start the process for possible construction of this
collector street this year or next year.
On the south side of Valley View Road are agricultural parcels, which could develop
with municipal utilities and with the extension of MUSA to these areas. It should be
pointed out that these parcels are large enough that the assessments could be placed in
Green Acres. However, the inclusion of these assessments into Green Acre status will be
there until the property develops. By completing this segment of Valley View Road, the
paved collector street system will be completed for Valley View Road to Independence
Drive to 1 ih A venue and Marschall Road. Completion of the remaining gravel surface
portion of Valley View Road will depend on future development in this area. Staff is
anticipating some development proposals to occur this fall or next spring. Staff is
recommending the initiation of this feasibility report by the City Council in order to
complete the collector street adjacent to the Greenfield development, which will have
several residents occupying this area by this summer and complete a paved collector to
Independence Drive.
Staff is recommending that WSB & Associates be authorized to prepare the feasibility
report, provide surveying services and obtain the necessary soil borings to prepare this
feasibility report, as shown in the attached extension agreement. Staff is recommending
this, as the Engineering Department is not able to perform this feasibility report at this
time.
ALTERNATIVES:
1. Adopt Resolution No. 5867.
2. Deny Resolution No. 5867.
3. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. for preparation of the feasibility report, as outlined in the
extension agreement.
4. Do not enter into an extension agreement with WSB & Associates, Inc.

RECOMMENDATION:
Staff recommends Alternative No.1 and No.3, so that a feasibility report can begin on
the extension of Valley View Road in this area of the City of Shako pee.
ACTION REQUESTED:
1. Offer Resolution No. 5867, A Resolution Ordering the Preparation of a Report on
an hnprovement to Valley View Road, from the East Plat Line of Pheasant Run
6th Addition to the East Plat Line of Greenfield and move its adoption.
2. Authorize the appropriate City officials to execute an extension agreement with
WSB & Associates, Inc. for the preparation of a feasibility report, as described in
their extension agreement.

Valley View Road Feasibility Report
Dear Mr. Loney:
According to our agreement for Professional Services with the City of Shakopee and
Section I-C-2 (Major Projects), this extension agreement is written to provide you with an
estimate of cost for engineering services for the above-referenced project. Weare
proposing to complete the work as detailed on the attached scope of services (Exhibit A).
The attached work plan describes the approach and tasks proposed to be completed by
WSB. It should be noted that the work plan includes preparation ofthe Design Survey and
Feasibility Report.
Payment of Services would be completed based on the following schedule:
Cost Not to Exceed
Feasibility Report $7,500
Design Survey $3,500
Total $11,000
The costs for all services will be on a cost-reimbursable basis with a not-to-exceed cost.
The cost for soil borings will be paid as a reimbursable cost with no markup. Soil boring
costs are estimated at $2,000 to $2,500.
It is proposed that all work under the contract would be considered complete after the
public hearing and acceptance of the feasibility report by City Council.

Weare available to begin the work plan as soon as authorized by the City, and we
anticipate completing the project according to the following schedule, assuming that we
receive the notice to proceed on March 18,2003.
We would propose to complete the project according to a tentative schedule noted as
follows:

accordance with Section N of the Agreement for Professional Services. If this agreement

WORK PLAN
. Project Management
This task includes planning and coordination of all work tasks, establishment and monitoring of
budgets, and correspondence with the City of Shakopee on a periodic basis. The project manager
will provide technical direction on all aspects ofthe project, review all work products, and prepare
monthly progress reports. The project manager will serve a primary role in the many design
considerations.
. Data Collection
Available data will be collected from the City, private utility companies, and adjacent developers as
necessary, to prepare the feasibility report.
. Surveys~aseMapping
WSB will conduct a full topographic design survey of the corridor. Base mapping for detail design
will be developed using the survey information collected.
. Feasibility Report Preparation
This task will include preparation of the feasibility report including developing cost estimates for
both street and storm sewer construction and preparation of the preliminary assessment rolL
. Public Hearing / Informational Meeting
WSB will attend the public hearing and one informational meeting to address any concerns and
answer any questions on the feasibility report.

A Resolution Ordering The Preparation Of A Report
For Improvements To Valley View Road,
From The East Plat Line Of Pheasant Run 6th Addition
To The East Plat Line Of Greenfield
WHEREAS, it is proposed to improve Valley View Road, from the east plat line of
Pheasant Run 6th Addition to the east plat line of Greenfield by sanitary sewer, watermain, storm
sewer, street construction, bituminous paving, curb & gutter, concrete sidewalk, bituminous trail,
street lighting and any appurtenant work and to assess the benefitted property for all or a portion of
the cost of the improvement, pursuant to Minnesota Statutes, Chapter 429.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA, that the proposed improvement be referred to Bruce
Loney, Public Works Director, for study and that he is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is feasible and as to whether it should best be made as proposed or in connection with
some other improvement, and the estimated cost ofthe improvement as recommended.
