Smith, Assistant City Engineer ~uJr#~~ SUBJECT: 2003 Municipal State Aid Street Adjustments DATE: March 18,2003 INTRODUCTION: In 1998, a segment of CR 77 was tumed back to the City of Shakopee as well as old CR 18, however these segments were never added to the cities state aid system. County road tumbacks allow the city to have extra state aid dollars added to their annual fund allocations, so it is important to establish them as a state aid route. Also, to make State Aid Route connections within the city it is necessary to establish old CR 18 as part of our State Aid Street system. (Note: County Road Turnback miles do not count against our allowable state aid street miles, but instead allocate to the city additional state aid funds.) During the 2002 construction season 6.82 miles of additional streets were added to the City of Shakopee. As part of the annual certificate of mileage report it has been determined that we can add up to 3.10 miles of additional state aid street miles to our overall state aid system. Attached is Resolution No. 5868, asking to establish Municipal State Aid Streets. The following segments are streets that engineering believes will help maximize the City of Shakopee's state aid annual fund allocations. County Road Turnback: (See Attached Map) (Tumback -CR 77) 1.14 miles-Fuller Street from Shakopee Bypass (USTH 169) to 6th Avenue (Tumback-Old CR 18) 0.04 miles-Preserve Trail from new CSAH 18 to Stagecoach Road 1.26 miles-Stagecoach Road from Preserve Trail to CSAH 101 Existing City Streets Segments: (See Attached Map) 0.12 miles-Vierling Drive from CSAH 16 to 1ih Avenue 0.88 miles-1ih Avenue from CSAH 83 to Valley Park Drive 0.73 miles-Valley Park Drive from 12th Avenue to CSAH 101 0.25 miles-Shenandoah Drive from Eastway Avenue to 4th Avenue Non-Existing City Streets Segment: (See Attached Map) 0.76 miles-Shenandoah Drive from Vierling Drive to Eastway Avenue Total Municipal State Aid Streets to Add: 3.44 miles-County Road Turnback 2.74 miles-City Streets 6.18 miles total AL TERNATIVES: 1. Adopt Resolution No. 5868, establishing Municipal State Aid Streets as stated in the resolution. 2. Deny Resolution No. 5868. (This action will deny the allocation of additional state aid funds.) 3. Table Resolution No. 5868, to allow time for staff to prepare additional information as directed by the City Council. RECOMMENDATION: Staff recommends Alternative No. 1, to adopt Resolution No. 5868, Establishing Municipal State Aid Streets as stated in the resolution. Engineering believes the addition of these segments will help maximize the City of Shakopee's state aid annual fund allocations. RESOLUTION NO. 5868 A Resolution Establishing Municipal State Aid Streets WHEREAS, it appears to the City Council of the City of Shakopee that the streets hereinafter described should be designated Municipal State Aid Streets under the provisions of Minnesota Law. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Shakopee that the roads described as follows, to-wit: Fuller Street from Shakopee Bypass (STH 169) to 6th Avenue Preserve Trail from new CSAH 18 to Stagecoach Road Stagecoach Road from Preserve Trail to CSAH 101 Vierling Drive from CSAH 16 to 1ih Avenue 1ih Avenue from CSAH 83 to Valley Park Drive Valley Park Drive from lih Avenue to CSAH 101 Shenandoah Drive from Eastway Avenue to 4th Avenue Shenandoah Drive from Vierling Drive to Eastway be, and hereby are established, located, and designated a Municipal State Aid Streets of said City of Shakopee, subject to the approval of the Commissioner of Transportation ofthe State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the designation of said road or portion thereof, that same be constructed, improved and maintained as a Municipal State Aid Street of the City of Shakopee.
