INTRODUCTION & DISCUSSION
The City has received a request from Heritage Development of Minnesota to extend the
approval of the Final Plat of Shenandoah Apartments (please see attached exhibits for site
location and correspondence).
Section 12.10, Subd. 2 of the City Code states that "upon request by the developer, the City
Council may extend the approval period for a preliminary or final plat, subject to all
applicable performance conditions and requirements. A request for an extension must be
filed on or before the expiration date of the preliminary or final plat."
Heritage Development has been working towards the recording of this plat. In the midst of
this work, Heritage Development was informed by staff that the 2 year approval period for
their plat had expired on March 6, 2003. As a result, Heritage Development has submitted a
request for the approval of the final plat to be extended from March 6,2003 to May 5,2003 (a
60 day extension).
AL TERNATIVES
1. Extend the approval period for the final plat of Shenandoah Apartments by an
additional 60 days.
2. Extend the approval period for the final plat of Shenandoah Apartments by another
amount of time.
3. Do not extend the approval period for the final plat of Shenandoah Apartments.
4. Table a decision and request additional information from staff and/or the developer.
STAFF RECOMMENDATION
Staff recommends the extension of the approval period of the final plat for Shenandoah
Apartments by an additional 60 days (Alternative No.1).
ACTION REQUESTED
Offer a motion to extend the approval period of the final plat of Shenandoah Apartments by
an additional 60 days, and move its adoption.

Dear Julie Klima.
I am requesting of the City of Shakopee for an extension of an additional 60 days for the
filing of the Shenandoah Apartments Final Plat (Resolution No. 5316). The additional
time delays in recording our plat have been to finalize utility plans and complete the
checklist of items needed to record the plat. Both Shakopee Engineering and Shakopee
Public Utilities Commission signed these plans on March 6 and on March 7, 2002.
March 6, 2002 is the day Ihave been informed our final plat expired.
Our company has spent the last (4) months trying to get Shakopee Public Utilities
Commission to approve a' revised set of water main construction plans. The final plat
Mylar's have been ready for several months, however, without the correct water main
easements, we could not bring these plats in for recording. No changes have been made
to the originally approved plat and we are ready willing and able to complete the
checklist of items need to record this plat.
