At its meeting of March 18th, County Commissioners Barb Marschall, Jerry Hennen, and
County Administrator Dave Unmacht are expected to make a presentation regarding the
status of several County issues of interest to Shakopee.

Support County Jail Study Committee and Jail Planning Process Working with property owners on
Block 48 on purchases and
relocations. City of Shakopee

Continue efforts toward a successful decision on the Shakopee Decision still rests with BIA, but

As discussed at the August 6th meeting regarding the 2003 Aerial Flight project, this follow up letter is in regards to
confirming your support for this exciting partnership. At the August 6th meeting, you indicated that at this time, you would
have a better idea of where you stood regarding your budgeting processes for the year 2003. We are continuing to move
ahead with this project here at Scott County and hope you will join in what should be a very beneficial project for all.
In summary, the following was identified regarding potential funding for this project.
Shakopee: potentially $30,000 ($12,000 from Engineering, $18,000 from Community Development)
Belle Plaine: potentially $10,000
Prior Lake: $30,000 budgeted
Savage: $20,000 in CIP
New Prague: potentially $12,000
Jordan: potentially $10,000
We are in the process of drafting the Request For Proposal for this project, which will deliver 2-foot contour information
and digital orthophotos for the entire county. We anticipate the RFP to be sent out around the 22nd of October, with a
response due by the 15th of November. At this time, we are not including the collection of any planimetric features
.imetriC features are building footprints, roadways, driveways, wetlands, etc.) in the RFP. If you would like to collect
imetric features from this flight, please identify the areas you want this information collected so we can include that as
part of the RFP. Funding for planimetric features will be the responsibility of the parties who require that information.

We will have a better handle on the actual costs and total funding required when we receive the proposals in November, but
need some confirmation feedback from you as we move ahead in our budgeting processes here at Scott County.

Planning
Emerging Roles for the 21st Century
. Introduction:
. Traditionally, local public health authorities have been responsible for the health of a
community following a disaster. These professionals bring unique resources to emergency
management that can greatly limit injuries and deaths following natural or man made
disasters. Within the last year, there has been heightened focus on expanding the role of
public health to respond to emergencies. Scott County provides a unique venue for a
catastrophic disaster. Canterbury Park, Valley Fair, Murphy's Landing, the Renaissance
Festival and Mystic Lake Casino bring large groups of people together in areas that do not
have easy access and egress. Additionally these entertainment areas are within close
proximity to Highway 13's Industrial Corridor and the city of Shakopee. A chemical,
biological or natural disaster would have the potential to create mass casualties. Scott
County has received a Bioterrorism Grant from the state of Minnesota to fund activities that
will build capacity at the local and state level to respond to emergencies.

Current Activities: .
. Mass Clinic Plan to provide immunizations to large numbers of
citizens approved by the County Board.
. Phase I of Minnesota's Smallpox Plan implemented in Scott
County . Key Public Health staff have been vaccinated, and
trained to vaccinate in the event of an outbreak.
. Epidemiological Response Team formed as a joint venture
between Scott and Carver County to investigate disease
outbreaks and perform surveillance.
. Health Alert Network (HAN) is being developed to link Minnesota
Department of Health with local hospitals, clinics, schools,
nursing homes and police to provide them with emergent
messages related to disease outbreaks.
Future Plans
. Tabletop exercise planned for early fall 2003 involving the
outbreak of a highly communicable infectious disease. .ThiS.1
exercise will be "virtual reality," using e-mails and fax to simulate
a real outbreak in real time.
. Mass Clinic sites agreements throughout Scott County will be
finalized.
. Quarterly Reports detailing Emergency Preparedness Activities
will be sent to the County Board, Community Health Advisory
Committee and City Councils.
