ORDINANCE NO. 659, FOURTH SERIES
AN ORDINANCE AMENDING THE 2003 FEE SCHEDULE BY INSTITUTING A
FLAT FEE OF $106.00 FOR PLUMBING PERMITS EFFECTIVE APRIL 1,2003
THE CITY OF SHAKOPEE, MINNESOTA, HEREBY ORDAlNS AS FOLLOWS:
Section t- The City Council has adopted its 2003 Fee Schedule by ordinance; and:
Section 2 - The City Council hereby finds that the adoption of a flat fee of $106.00 for
plumbing permits will streamline the cost of administering such permits, and result in lesser permit
costs for many of the City's current and future residents; and:
Section 3 - The City Council hereby amends its 2003 Fee Schedule by eliminating the
current fee structure for plumbing permits and instituting a $106.00 flat fee.
Section 4 - The City Council hereby amends its 2003 Fee Schedule to require plan review
fees to be paid for permits for accessory structures, additions, basement finishes, decks, porches
and pools at the rate of$47.00/hr. per the Uniform Building Code, 1997 Edition.
Section 5 - The City Council hereby amends its 2003 Fee Schedule to require the payment
ofre-inspection fees after the second re-scheduling of an inspection for any building, mechanical,
plumbing and sewer and water inspections, per the guidelines f.ound at Section 108 8 of the
Uniform Building Code, 1997 edition. The fee amount for a re-inspection shall be as specified in
"Other Inspections and Fees" in Table I-A of the UBC.
Section 6 - This ordinance takes effect upon its passage and publication, and filing of certified
copies with, and approval of the ordinance by the Minnesota State Planning Agency.
Adopted in regular session ofthe City Council of the City of Shakopee, Minnesota held this

Subject: Flat Fee plumbing permits
Michael,
During the fee review this year and with e-permits coming on line soon we would like to move our plumbing
permits from a fixture count to a flat fee. Calls were made to surrounding Cities to survey how they were
processing their plumbing permits; doing so we discovered that a majority of the Cites are using the flat fee
permits. Attached is a recap of these fees.

SUBJECT: Proposed Flat Fee Plumbing Permit
MEETING DATE: March 4, 2003
INTRODUCTION:
In an effort to streamline the assessment and collection of plumbing permit fees; Building Official
James Grampre has suggested instituting a "flat fee plumbing permit." In contacting other cities,
inspection staff found that the cities ofBurnsville, Lakeville, Prior Lake, and Savage all have
instituted flat fee plumbing permits, ranging in amount from $85.00 to $118.00 (an average for those
4 cities of about $103). Staff also undertook an analysis of recently issued plumbing permits. A copy
of that analysis is attached for the Council's information. Based on the average of those permits, it is
suggested that the Council amend the current fee schedule to institute a flat fee for plumbing permits
of $106.00 effective April 1, 2003, thus giving time to inform the building community of the
proposed changes.
In addition, staffhas incorporated the proposed additional plan review and re-inspection fees that
Council directed staff to proceed with.
ALTERNATIVES:
1. Offer and pass Ordinance No. 659, an ordinance amending the 2003 fee schedule to provide for a
flat fee of $1 06.00 for plumbing permits and establishing additional plan review and re-inspection
fees.
2. Do not adopt the proposed fee schedule amendment.
3. Table the matter for additional information.
STAFF RECOMMENDATION:
Staff recommends alternative No. 1.
