SUBJECT: Receptionist Desk Modifications

INTRODUCTION:
The Council is asked to approved work to reconstruct the City Hall reception desk, to
bring it into compliance with Americans with Disabilities Act (ADA) requirements.
BACKGROUND:
An inspection by the City's risk management consultant last year provided a list of items
which need to be addressed by the City in order to reduce the risk of claims resulting
from "ergonomic" issues. In short, employers are obligated to minimize injuries that
result from repetitive motion events. Recognizing that "one size doesn't fit all", such
things as chairs, desk heights, and the like need to be made adjustable.
One area that is not easily converted is the receptionist area in the lobby of City Hall.
Especially because the work area is staffed by multiple part-time employees, there is a
need to provide for adjustable work surfaces, in addition to providing space for the
"tools" used by those employees - computer keyboards, fax machine, photocopy machine
and the like.
There is also a need to redo the mail slots so as to provide for more security during non-
work hours, as well as meet ergonomic concerns. Finally, there is also a need to secure
the rest of the work area for after hours operations.
Last year, the City contacted BKV (architect for the library and police building), and
obtained the services oftheir interior design specialist to design a workstation, and to
seek Requests for Proposals. Proposals were solicited in December; on March 6th, three
proposals were received. The proposals ranged from value from a low of$8,361, to a
high of$11,590.
The low proposal was submitted by D & J Fixture Corporation of Gaylord, Minnesota.
BKV has had experience with this company, and has very positive things to report about
their quality of work.
BUDGET IMPACT:
The $8,361 is not provided in the FY 03 budget. Last year, the City did acquire ADA
furnishings and made some other ADA modifications with unbudgeted dollars from the
FY 02 budget. However, these revisions need to proceed as soon as possible; the City
has already received notification of one potential carpel tunnel concern.
In consulting the Finance Director, we recommend that the money be taken from the
Council contingency fund. After a $7,000 reduction for aerial photography (elsewhere on
the April 15th agenda), this would leave a balance of$34,639,
I am also aware that D & J did express a comment relating to the proposed design, and
may make a proposal to modify the initial plans. If that results in a change of contract
amount, the Council will be advised.
RECOMMENDATION:
I recommend that a contract to reconstruct the City Hall receptionist work area be
awarded to D & J Fixture Corporation of Gaylord, Minnesota.
ACTION REQUIRED:
If the Council concurs, it should, by motion, accept the proposal ofD & J Fixture
Corporation of Gaylord, Minnesota, to reconstruct the City Hall receptionist work area to
meet ADA and functional issues, at a cost of$8,361.

iln regards to the cabinet for the printer, we feel this will not work as
Idrawn. The cabinet is to wide to go with a single "pocket" / "bi-fold" I
!door, there is just to much weight hanging off of the hinges. Also, thel
[pullout shelfis just to wide as well, it will "sag" out. I propose double I
ipocket doors (one on each side) and a smaller pullout for the I
iprinter. I
