SUBJECT: Library Construction Update & Electrical Duct Costs

Introduction
Library construction is in full swing and here is an update on the latest issues.
Background
The library is roughly 60% completed and on schedule for its September grand opening.
City staff is working with County library staff to coordinate a grand opening event for all
community members to enjoy.
City Council will see Change Order #4 for roughly $5,000 for HV AC mechanical issues,
which have been previously reviewed with Councilor Link, coming forward in the
upcoming weeks. Staff is waiting to see if an additional $1,200 software package, to
more accurately heat/cool the library, will be necessary for future operational cost
savings before bringing Change Order #4 to the City Council.
In addition to Change Order #4 costs of$5,000 - $6,200, an $8,618.68 expenditure to
lower the electrical duct will be deducted from the library contingency fund. This was
not a budgeted item. City staff, architects and contractor did not know that these utilities
were located on the site, since they were never documented in any surveys. After
checking with different companies, SPUC can provide the City with the best price of
$8,616.68 to perform this electrical work.
Even with the above adjustments, the library contingency is currently at $227,055. The
beginning balance was $410,971.

$241,874 - current balance (includes Change Order 1,2,3 and environmental clean-up)
$1,200 - potential HV AC software
$5,000 - change order #4 for HV AC and mechanical improvements
$8,618.88 -lowering electrical duct by SPUC
$227,055 - new balance

Accept the library construction update report dated April 15, 2003.
