CITY OF SHAKOPEE CONSENT Memorandum TO: Mayor & City Council Mark McNeill, City Administrator FROM: Bruce Loney, Public Works Director SUBJECT: Consultant Selection Process Approval DATE: April 15, 2003 INTRODUCTION: The Engineering Department is submitting a final recommendation on the Engineering consultant selection process for Council approval. BACKGROUND: In February, 2003, staff did inform City Council that a Statement of Qualification (SOQ) proposal was being sent to eleven consultant firms to be reviewed by a committee for approval to work in the City of Shakopee. Eleven firms did submit an SOQ by February 27,2003 and these eleven firms are as follows: . BDM Consulting Engineers PLC . Bolton & Menk, Inc. . Bonestroo Rosene Anderlik & Assoc. . Haakenson Anderson Associates . Howard R. Green . HTPO, Inc. . Kimley Horn & Asscoaites . Stanley Consultants . Short Elliott Hendrickson, Inc. . URS, Inc. . WSB & Assoc., Inc. A Selection Committee comprised of the City Administrator, Community Development Director, Public Works Director and Assistant City Engineer was formed to review and rank the SOQ's. In the SOQ request letter to the consultants and the proposal, the City was asking for qualifications and experience in the following areas: 1. General Municipal Engineering 2. Planning 3. Design of Municipal Projects 4. Traffic and Transportation 5. Surface Water Resources Also included in the SOQ was for the consultant to provide information on their expertise for technical specialty consultant services as follows: 1. Geographical Information Systems 2. Land Surveying 3. Landscaping Urban Design and Urban Planning 4. Public Works Professional Services The main purpose of selecting consultants is to assist the Engineering Department and Community Development Department in its needs such as surveying public improvement projects; specialized engineering expertise in stormwater management and traffic engineering; project design when staff is unable to do a project or to assist in specialized expertise; comprehensive plan assistance such as in sanitary sewer, storm drainage and transportation; and other areas as staff needs assistance to accomplish its work for the City of Shakopee. After reviewing the SOQ's, the Selection Committee selected the following three firms: . WSB & Associates, Inc. . Bonestroo Rosene Anderlik & Associates . BDM Consulting Engineers The Selection Committee did review all eleven proposals, and in fact, all firms did submit a good proposal for City staff to review. The Selection Committee did come to a consensus on the top three engineering firms that would best fit the City of Shakopee's needs, thus the need to interview firms was not necessary. The following paragraphs are brief backgrounds on the top three firms selected: WSB & Associates. Inc. WSB & Assoc., Inc. has been a City consultant since 1996 and has continued to grow in its employees and in its stature in the Metropolitan area. WSB & Assoc. is a firm specializing in municipal engineering, yet has the capabilities and capacity to handle large highway improvement projects for the State of Minnesota and Counties in the metro area and beyond. WSB & Assoc. is particularly strong in project design, transportation and water resources and has continually added expertise in wastewater, environmental GIS and other specialized expertise since 1996. WSB & Assoc. work performance in the past two years has been excellent and has actually exceeded staff s expectations, and especially in the C.R. 83/16 project and the C.R. 17 and C.R. 79 pedestrian bridges. WSB & Assoc. also does have ex-City employees working on their municipal design team, which benefits the City of Shakopee due their knowledge and expertise. As the City of Shakopee has grown in the past seven years, so has WSB & Assoc. in its abilities and capabilities to provide the necessary services to the City of Shakopee with excellent results. The Selection Committee did feel WSB & Assoc. was the number one consulting firm, based on their past performance, and the fact that their fee schedule is very competitive with other firms that submitted SOQ's. Bonestroo Rosene Anderlik & Associates. Inc. Bonestroo was founded in 1956 specializing in service to municipalities. They have an excess of 300 personnel making this firm one of the largest in Minnesota. Bonestroo has had a record of providing a full range of services to municipalities including specialty services such as GIS, natural resource scientist, landscape architects and construction managers. Bonestroo does have the expertise and capabilities to provide many of the same services that the City does need and has been a consultant for many Cities for many years. For instance, the City of Woodbury has had Bonestroo for their consultant for 45 years. Bonestroo has worked with Shakopee Public Utilities in their wellhead protection study and also water system planning and the City has used Bonestroo to design a lift station for the Southbridge Crossings area. Bonestroo is proposing to provide personnel that are familiar with this area or live near by to better serve the City of Shakopee's staff and the City itself. Bonestroo' s fee schedule was competitive with other firms and also their track record of being a full service municipal firm and serving a community on a long term basis were their strength according the Selection Committee. BDM Consultinll Enllineers BDM Consulting Engineers were selected to be the top smaller firm for the City of Shakopee that could work on municipal projects in a smaller capacity. BDM is a smaller firm that is growing rapidly and has performed municipal work in other communities such as Hastings, Newport, Lexington and St. Francis. The strength of this firm is the knowledge of employees that have done extensive work in the City of Shakopee, either as a City of Shakopee employee or with other firms, and would be able to provide the City excellent service due to their knowledge of the City. The particular strength of this firm would be in surveying and land surveying, the ability to work on smaller projects and close proximity of their office in Eagan, Minnesota. From staff's perspective a pool of three consulting firms is adequate to meet the needs of the City of Shakopee. If additional firms are needed, the City does have the right to solicit RFP proposals and include other firms who may have the expertise or the knowledge to perform that particular project. The purpose of this agenda item is for Council to accept the recommendation of the Selection Committee on the consultant firms selected and authorize the City Attorney to prepare contracts for the three firms that are selected. AL TERNATIVES: 1. Approve a motion to pre-qualify the consulting firms ofWSB & Associates, Inc.; Bonestroo Rosene Anderlik & Associates, Inc.; and BDM Consulting Engineers, PLC and direct the City Attorney to prepare contracts for general engineering services with these three consultants for a four-year period. 2. Do not approve a motion accepting staff's recommendation for consultants and provide direction to staff. 3. Table for additional information. RECOMMENDATION: Staff recommends Alternative No.1, to pre-qualify the firms ofWSB & Associates, Inc.; Bonestroo Rosene Anderlik & Associates, Inc.; and BDM Consulting Engineers, PLC for work in the City of Shakopee for a four-year period and authorize the City Attorney to prepare contracts for general municipal work in the City of Shakopee. ACTION REQUESTED: Approve a motion accepting the Selection Committees' recommendation and to pre- qualify the firms of WSB & Associates, Inc.; Bonestroo Rosene Anderlik & Associates, Inc.; and BDM Consulting Engineers, PLC for work in the City of Shakopee for a four- year period and authorize the City Attorney to prepare contracts for general municipal work in the City of Shakopee.
