INTRODUCTION:
Attached is Resolution No. 5880, a resolution receiving a report and calling a hearing on
Valley View Road Improvements, from the east plat line of Pheasant Run 6th Addition to
the east plat line of Greenfield, Project No. 2003-4.
BACKGROUND:
On March 18, 2003, the City Council ordered the preparation of a feasibility report for
the Valley View Project. This report has been completed and is attached for Council
review. This proposed project is for the improvement of Valley View Road, from the
east plat line of Pheasant Run 6th Addition to the east plat line of Greenfield.
The purpose of the feasibility report is to evaluate the existing infrastructure (streets,
utilities, drainage) and make recommendations for any improvements that are needed.
The feasibility report also addresses the estimated costs for the improvements and the
proposed assessments that result from the project being constructed.
The attached resolution sets a date for the public hearing for this project for May 6,2003.
The approval of Resolution No. 5880 does not order the project nor does it commit the
Council to constructing any improvements. The intent of this resolution is to accept the
feasibility report and set the public hearing date. The public hearing will allow the
property owners adjacent to the project area and the general public the opportunity to
address the City Council on this project.
Staff will make a full presentation at the May 6, 2003 meeting on the feasibility report to
the public and the City Council at the public hearing.
With this feasibility report the main issues are as follows:
. Costs ofthe project to the City
. Right-of-way acquisition
. Assessments to Green Acre property
. Undergrounding of existing overhead power lines
I Issue #1 - Cost of the Project to the City I
With this project, the City will have costs for collector street oversizing and bituminous
trail. This cost is paid for with Capital Improvement Funds or State Aid Funds. The
estimated cost to the City is $124,033.50. Total cost of the project is estimated at
$675,024.00.
In the 2003-2007 CIP, staff has estimated a project cost of $500,000 with the City cost
from State Aid to be $175,000. The project cost breakdown was estimated as follows:
Assessments $325,000.00
State Aid $175,000.00
I Issue #2 - Right-of-Way Acquisition (ROW) I
In order to construct this project, as proposed, additional right-of-way easements will be
needed on the south side to construct the sidewalks. The right-of-way acquisition process
should not prevent this project from being constructed this year.
I Issue #3 - Assessments to Green Acre Property I
The properties to the south of Valley View Road are primarily agriculture and are large
enough to be placed in green acre status. The City will have to carry the assessments
until the property develops.
I Issue #4 - Undergrounding of Existing Overhead Power Lines I
Existing overhead power lines exists on Valley View Road and previous Council action
was to leave the existing line overhead if relocated. The City's Right-of-Way
Management Ordinance does allow the City the option to require undergrounding of a
utility line if relocation is more than 300 feet. The Council in the past has dealt with this
issue on Valley View Road.
WSB & Associates, Inc. has prepared the feasibility report and staff is bringing the report
for acceptance in order to have a public hearing on the project.
ALTERNATIVES:
1. Adopt Resolution No. 5880. This action will receive the feasibility report and set
the date for the public hearing for May 6,2003.
2. Deny Resolution No. 5880. This action will halt the project until such time that
City Council reconsiders the resolution.
3. Move to receive the feasibility report but do not set a date for the public hearing at
this time. This action will place the project on hold until such time as the City
Council sets a date for the public hearing.
4. Table Resolution No. 5880 to allow time for staff to prepare additional
information and/or revise the feasibility report as directed by the City Council.
RECOMMENDATION:
1. If the City Council wishes to pursue all or a portion of this project for the 2003
construction season, staff recommends Alternative No.1, to adopt Resolution No.
5880.
2. If the City Council does not wish to pursue this project then the appropriate action
would be to move the approval of Resolution No. 5880, and vote against the
motion.
3. If City Council provides additional direction and modifications to the report, then
Alternative No. 3 may be appropriate to table this action and have staff modify
the report.
ACTION REQUESTED:
Offer Resolution No. 5880, A Resolution Receiving a Report and Calling a Hearing on
Improvement for Valley View Road Improvements, from the East Plat Line of Pheasant
Run 6th Addition to the East Plat Line of Greenfield, Project No. 2003-4 and move its

WHEREAS, pursuant to Resolution No. 5867 ofthe City Council adopted March 18,2003,
a report has been prepared by the City Engineer, with reference to the improvement of V alley View
Road. from the east plat line of Pheasant Run 6th Addition to the east plat line of Greenfield and this
report was received by the Council on Apri115, 2003.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SHAKOPEE, MINNESOTA:
1. The Council will consider the improvement of Valley View Road, from the east plat line
of Pheasant Run 6th Addition to the east plat line of Greenfield by installation of sanitary sewer,
watermain, storm sewer, street construction, bituminous paving, curb & gutter, concrete sidewalk,
bituminous trail, street lighting and any appurtenant work and all appurtenant work in accordance
with the report and the assessment of abutting and benefited property for all or a portion of the cost
of the improvements pursuant to Minnesota Statutes Chapter 429 at an estimated total cost of the
improvement of $675,024.00.
2. A public hearing shall be held on such proposed improvements on the 6th day of May,
2003, at 7:00 P.M. or thereafter, in the Council Chambers of City Hall, at 129 South Holmes Street,
Shakopee, Minnesota, and the Clerk shall give mailed and published notice of such hearing and
improvement as required by law.
3. The work of this project is hereby designated as part of the 2003-4 Public Improvement
Program.
Adopted in session of the City Council of the City of Shako pee,

I 1. INTRODUCTION
On March 18,2003, the City of Shakopee ordered the preparation of a feasibility report to
I analyze the construction of Valley View Road from Pheasant Run 6th Addition east plat line to
the Greenfield Addition east plat line by Resolution No. 5867.
I 2. SCOPE
I This report addresses the anticipated project costs and feasibility of continuing the construction
of Valley View Road to the east as a paved roadway with sidewalk, curb and gutter, bituminous
trail, and storm sewer.
I
3. BACKGROUND
I The Valley View Road project is a City Council initiated project, with the understanding that the
I Pheasant Run Additions have previously submitted petitions for improving Valley View Road in
this area.
I City Council has directed staff to consider constructing improvements on Valley View Road
from Pheasant Run 6th Addition east plat line to the Greenfield Addition east plat line.
I 3.1 Existing Conditions
3.1.1 Roadway
I Valley View Road is currently a 3D-foot wide gravel roadway with ditches and
culvert crossings providing storrhwater drainage. It is currently classified as local
I rural road, but has a proposed designation as an urban collector road. There is an
existing overhead electric power line that is located along Valley View Road
approximately 15 feet south of the north right-of-way line.
I 3.1.2 Sanitary Sewer
I There is currently no sanitary sewer located within existing Valley View Road.
Service to the Pheasant Run 6th Addition and the Greenfield Addition was
provided internally from the north. It is planned that development south of Valley
I View Road will be served with internal streets and utilities; thereby eliminating
the need to extend sanitary sewer service along Valley View Road. As part of the
Greenfield Addition, an 8-inch sanitary sewer was installed to the intersection of
I Independence Drive and Valley View Road for future extension to serve
undeveloped property to the south. There is sanitary sewer stubbed to the east
boundary of the Greenfield Addition which can be extended south to Valley View
I Road through the adjoining property as well.

I 3.1.3 Watermain
An existing 12-inch DIP watennain is located in Valley View Road from the west
I to the intersection of Independence Drive. From this intersection, the watennain
extends diagonally to the northeast between Lots 12 and 13, Block 8, of the
Greenfield Addition Plat to connect into a 12-inch main at Molina Street. An 8-
I inch DIP watermain extends to the south between Lots 11 and 12, Block 3, of the
Greenfield Addition Plat from Elsberry Curve to Valley View Road and between
Lots 20 and 21, Block 8, fr9m Molina Street to Valley View Road. The 12-inch
I watermain along Valley View Road is located 8 feet north of the south right-of-
way line, which falls in the boulevard area of the new street.
I 3.1.4 Storm Sewer
I The existing storm water system consists of road ditches and two storm sewer
stubs installed to Valley View Road from the Greenfield Addition. The first is a
IS-inch RCP stubbed to the south to Valley View Road from a manhole on the
I east side of Independence Drive. The second is a IS-inch RCP, stubbed 25 feet to
the south to a backyard catch basin located between Lots 21 and 22, Block 8, of
the Greenfield Addition. The ponding within the Greenfield Addition has capacity
I to handle the runoff from the right-of-way of Valley View Road in this area.
3.1.5 Right-of-Way
I Valley View Road currently consists of 83-foot wide right-of-way. The north half
is 50~feet wide and the south half is 33-feet wide.
I 4. PROPOSED IMPROVEMENTS
I 4.1 Roadway
I Valley View Road is proposed to be constructed to a 9-ton design, 44-foot wide undivided urban
roadway with parking allowed on both sides. The lane widths are proposed to be two 12-foot
wide drive lanes and two lO-foot wide parking lanes.
I As part of this feasibility, the oversizing cost of constructing a 44-foot wide street, 9-ton design,
as compared to the residential required 36-foot wide street, 7-ton design, was evaluated. The
I comparative increased cost to be borne by the City of Shakopee is shown in the Appendix.
It is proposed to construct a 5-foot wide concrete walk on the south side and an 8-foot wide
I bituminous trail on the north side of Valley View Road. This report recommends assessing the
concrete sidewalk to the benefiting properties. The bituminous trail would notbe assessed as per
City policy.

I The alignment currently places the north curb line between 11 ~ feet and 12~ feet from the
existing overhead power lines (poles). These poles are proposed to be relocated at Shakopee
Public Utilities' cost to a location S feet outside the right-of-way in the drainage and utility
I easement. There are eleven poles that need to be moved approximately 20 feet north.
4.2 Sanitary Sewer
I Sanitary sewer is proposed to be installed across Valley View Road at the intersection of
Independence Drive to provide service to the abutting properties to the south. Currently the
I properties on the south side of Valley View Road are outside the MUSA boundary. City staff
recommends that this property be placed within the MUSA when the Metropolitan Council
approves the City's comprehensive plan. If these properties are not placed into the MUSA, City
I staff recommends that those parcels still be assessed for sanitary sewer, with those sewer
assessments being deferred until such time that they are placed within the MUSA. The attached
I sanitary sewer service map is included as a reference for the available system service area.
4.3 Watermain
I A 12-inch watermain stub will be extended south at the intersection of Independence Drive and
the 8-inch watermain between Lots 20 and 21 of the Greenfield Addition will be extended to the
I south to provide service to these parcels. Additional stubs can be provided to the south as the
development moves to the east.
I 4.4 Storm Sewer
Storm sewer will be required to provide stormwater drainage for the area within the Valley. View
I Road right-of-way. The existing IS-inch RCP storm sewer stubs in the Greenfield Addition will
be extended south to catch basins located along the proposed curb line on Valley View Road.
All storm sewer required to provide drainage for Valley View Road will be assessed to the
I benefiting properties. There are minimal oversizing costs associated with the proposed storm
sewer within this project related to two additional catch basins. The storm sewer is designed to
State Aid standards. The existing ponding within the Greenfield Addition was designed to
I collect the stormwater drainage associated with this proposed project. The property south of
Valley View Road will discharge stormwater to the south.
I 4.5 Right-of-Way Acquisition
With the platting of the Greenfield Addition and Pheasant Run 6th Addition, additional right-of-
I way was dedicated for Valley View Road within their plat boundaries; therefore, no additional
right-of-way will need to be acquired from these plats or from the property to the south.
I A lO-foot temporary drainage and utility easement will be required along the south right-of-way.
A permanent utility easement will be required for the proposed utility stubs.

I 5. SPECIAL ASSESSMENTS
5.1 Street Portion
I It is proposed to assess 100% of the street construction costs for a local road equivalent (36-foot
F-F) to those properties abutting the project limits based upon front footage. The increased cost
I to expand to a 44-foot wide 9-ton design will be paid by the City of Shakopee. A complete
assessment roll and assessment calculations for Valley View Road can be found in the Appendix.
The pathway is not proposed to be assessed and will be paid for by the City of Shakopee.
I 5.2 Sanitary Sewer
I New sanitary sewer will be assessed to the benefiting properties per the assessment policy.
There are no oversizing costs associated with the proposed sanitary sewer within this project.
I 5.3 Watermain
I The two proposed watermain stubs will be assessed proportionately between the two properties
to the south.
5.4 Storm Sewer
I
For new storm sewers associated with a new street, the storm drainage facilities will be assessed
I at 100% to the abutting property owners to Valley View Road based upon a front footage
assessment with the exception of two additional catch basins at a City cost of $4,580.
I 5.S Street Lights
The cost participation by the City of Shakopee will be calculated by SPUC. For the purposes of
I this report, 50% of the cost is assumed to be assessed.
I 6. COST ESTIMATES
A detailed cost estimate can be found in the Appendix. The following costs were prepared using
I 2002 construction costs and are subject to change, depending on the final design of the project,
bids received, and actual work performed. A summary of the estimated construction costs plus
10% contingency and 25% engineering and administration costs for the project are as follows:
