CONSIDERATIONS
Ryland Homes has made application for final plat approval of Riverside Grove 2nd Addition.
The proposed development is located east and north of County Road 18 (Exhibit A). The
development, as proposed, would consist of 90 townhome units (Exhibit B).
The final plat is in substantial conformance with the approved preliminary plat.
Shakopee Public Utilities (SPUC) has commented that it is in the process of reviewing the UG
Electric Charge, Trunk Water Charge, and Water Connection Charge policies. Possible
increases will apply to all projects retroactive to January I, 2003.
SPUC has also commented that a specific requirement is to extend the 16" trunk watermain,
with SPUC paying for the oversizing, to the southeast comer of the plat along CSAH 18 with
this project.
Minnesota Department of Transportation (MnDOT) has commented that northbound CSAH
18 traffic traveling onto the northbound TH 169 ramp is currently highly congested in the AM
peak hour due to the signals on TH 169 at Pioneer Trail and Anderson Lakes Parkway.
Additional development along CSAH 18 will increase the delays on TH 169 until
interchanges are constructed at the above mentioned locations.
The Engineering department has provided comments which have been attached as Exhibit C.
ALTERNATIVES
1. Approve Resolution No. 5874, approving the Final Plat of Riverside Grove 2nd
Addition subject to the conditions presented.
2. Approve Resolution No.5874, subject to revised conditions.
3. Do not approve the final plat and direct staffto prepare a resolution consistent with the
direction of the Council.
4. Table the matter and request additional information from staff and/or the applicant.
STAFF RECOMMENDATION
Staff recommends Alternative No.1, approval of Resolution No. 5874, approving the Final
Plat of Riverside Grove 2nd Addition.
ACTION REQUESTED
Offer a motion approving Resolution No.5874, approving the Final Plat of Riverside Grove
2nd Addition, and move its approval.

RESOLUTION NO. 5874
A RESOLUTION OF THE CITY OF SHAKOPEE, MINNESOTA APPROVING THE
FINAL PLAT OF RIVERSIDE GROVE 2ND ADDITION
WHEREAS, , Ryland Homes., applicant and property owner, has made application for
final plat approval of Riverside Grove 2n Addition; and
WHEREAS, the subject property is legally described as:
Outlot B, Riverside Grove rt Addition, according to the recorded plat thereof, City of Shako pee,
Scott County, Minnesota; and
WHEREAS, the Planning Commission recommended approval ofthe proposed
preliminary plat with conditions; and
WHEREAS, on April 1, 2003 the City Council reviewed the proposed final plat, and
found it to be generally consistent with the approved preliminary plat.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Shakopee, Minnesota that final plat of Riverside Grove 2nd Addition is hereby approved
subject to the following conditions;
I. The following procedural actions must be completed prior to the recording of the
Final Plat:
A. Approval of title by the City Attorney.
B. Receipt and approval by the City Engineer of the plans for the construction
of Crossings Boulevard, as well as the construction timeline for said road.
C. Execution of a Developers Agreement with provisions for Plan A and Plan
B improvements, as well as payment of engineering review fees, and any
other fees as required by the City's adopted fee schedule.
1. Street lighting to be installed in accordance with the requirements
of the Shakopee Public Utilities Commission.
2. Electrical system to be installed in accordance with the
requirements of the Shakopee Public Utilities Commission.
3. Water system to be installed in accordance with the requirements of
the Shakopee Public Utilities Commission.
4. Installation of sanitary sewer and storm sewer systems, and
construction of streets in accordance with the requirements of the
Design Criteria and Standard Specifications of the City of
Shakopee.
5. The developer shall be responsible for payment of Trunk Storm
Sewer Charges, Trunk Sanitary Sewer Charges, security for the

public improvements, engineering review fees, and other fees as
required by the City's adopted Fee Schedule for the entire plat.
6. No public improvements shall be constructed until the City
Engineer and the Shakopee Public Utility Commission approve the
Final Construction Plans and Specifications.
7. Park dedication requirements shall be met through a cash dedication
in the amount of$319,200.00 payable at time of recording of the
final plat.
D. Easements shall be shown on the Final Plat as approved by the City
Engineer.
E. Shall reconfigure Lot 24, Block 1 and Lot 22, Block 2 to give a minimum
of a 10 foot easement.
F. Shall provide electronic AutoCAD files of the final plat to the Engineering
Department.
II. Following approval and recording of the final plat, the following conditions shall
apply;
A. Building construction, sewer, water service, fire protection and access will be
reviewed for code compliance at the time of building permit application(s).
B. Any work within Scott County right-of-way will require a utility permit from
the County.
C. Temporary street signs shall be provided.
D. No ponding shall be allowed within the Scott County right-of-way. The plans
shall be revised to eliminate any ponding or grading for ponds within right-of-
way.
E. No berming, signage or landscaping shall be located within the Scott County
right-of-way.
F. The submitted preliminary grading, preliminary plat and preliminary street and
utility plans have only plan views. No street or utility profile information was
submitted as part ofthis application. No site grading will be allowed until
Preliminary plan and profile sheets for street and utility work have been
submitted and approved by the City Engineer.
G. Storm water calculations will need to be submitted before any construction is
allowed.
H. Prior to construction, surveyor's bench loop notes shall be submitted showing
the benchmarks for this site have been established using the City of
Shakopee's approved benchmark system.

The application indicates a final plat is proposed for the Riverside Grove 2nd Addition.
After reviewing the referenced application, I have the following comments for the
applicant, and for the planning department:
Site Gradin2
Grading plan has been looked at and approved by Engineering. Before a grading permit
is issued wetland mitigation has to be agreed upon.
Street and Utility Plans
Engineering has reviewed final construction plans and have corrections that need to be
done before approval by the City of Shakopee engineer and before installation and
construction of street and utilities can begin. Ponding is part ofthis development so no
ponding fees will be required. Trunk sanitary sewer and trunk storm sewer charges are
applicable to this plat.
The developer needs to reconfigure lot 24, block 1 and lot 22, block 2 to give a minimum
of a 10 feet easement.
The Shakopee Public Utility Commission must approve the water system necessary to
serve the proposed development.
Recommendation
Recommend approval of the Final Plat, subject to the following conditions:
1. Prior to recording of the Final Plat, the following actions must be completed:

security for public improvements within the Final Plat and the engineering
review fees.
b) Payment of Trunk Sanitary Sewer Charges shall be made, as required by
the most current City of Shakopee Fee Schedule.

most current City of Shakopee Fee Schedule.
d) No public improvements shall be constructed until the City Engineer and
Shakopee Public Utility Commission approve the Final Construction Plans
and Specifications.

easement.
f) Provide electronic AutoCAD files of the Final Plat to the engineering department.
