INTRODUCTION
The City Council is asked to approve a Fee Schedule for the Woodland and Tree Preservation
Ordinance.
BACKGROUND
At its March 18, 2003 City Council Meeting, Council approved the amendments to the City Code
Section 11.60, Subdivision 9 of the Tree and Preservation Ordinance. Council requested that
staff develop a fee schedule to cover the cost for implementing the changes.
Q&A
When are fees collected?
The Applicant pays the fee when they file Preliminary Plat with the City.
Who collects it?
The Community Development Department.
How is the fee determined?
In my March 12, 2002 memorandum, I provided a cost analysis on an 80-acre plat with
woodlands on 50% of the site. The suggested $350 fee includes staff reviews and a minimum of
four site inspections. It does not include overhead costs such as benefits, office space, utilities etc.
Th~ Environmental Advisory Committee (EAC) suggest adding $50.00 to cover some overhead
cost and to make the base fee consistent with the Community Development Review Fees of
$400.00.
Why should developments with less wooded areas have to pay the same amount as developments
with larger woodlands?
Obviously, a plat that has twenty acres of woodlands will take longer to review and inspect than a
plat that has only 5 acres of wQods. Therefore, the EAC recommends, for major subdivisions, the
Applicant pay a base fee of $400.00 plus $40.00 per acre of wooded area. So if an Applicant has
5 acres of woods, the fee would be as follows: $400.00 + (5 x $40::;:: $200)::;:: $600.00.
ACTION REQUESTED
Move to approve City Ordinance No. 656, a Woodland and Tree Preservation Fee Schedule as
follows:
Major Subdivisions shall pay a base fee of $400.00 plus $40.00 per wooded acre,
Minor Subdivision in which a Lot, with woodlands, is split into three or more Lots a $100 fee,
and Minor Subdivision in which a Lot, with woodla ds, is split in Lots a $50 fee and move

ORDINANCE NO. 662, FOURTH SERIES
AN ORDINANCE AMENDING THE 2003 FEE SCHEDULE
BY INSTITUTING A FEE FOR THE ADMINISTRATION OF THE
WOODLAND MANAGEMENT REGULATIONS
WHEREAS, the City Council has amended Section 11.60, Subdivision 9 of the
Shakopee City Code pertaining to Tree and Woodland Preservation,
WHEREAS, the City Council has determined that fees be established for
administrative costs associated ~th City Ordinance No. 656, the Tree and Woodland
Preservation.
NOW, THEREFORE, BE IT ORDAINED by the City Council of the City of
Shakopee, Minnesota that the 2003 Fee Schedule, adopted by Ordinance No. 644, is
hereby amended by adding the following:
Major Subdivisions shall require a base fee of $400.00 plus $40.00 per wooded acre.
A Minor Subdivision in which a Lot, with woodlands, is split into three or more Lots:
$100.
A Minor Subdivision in which a Lot, with woodlands, is split into two Lots: $50.
BE IT FURTHER ORDAINED, that this ordinance shall become effective from
and after its passage and publication.
