Paul Snook, Economic Development Coordinato~ SUBJECT: Parking for Huber Park and Downtown MEETING DATE: May 20, 2003 Introduction & Background At the April 15th meeting, as an adjunct discussion to the Scott HRA / Northridge Court Apartments project, the Council raised questions regarding adequacy of parking for an improved Huber Park. Given the importance of parking for Huber Park and parking throughout the downtown district, staff is providing this memo independent of the Northridge Court Development Agreement between the City, EDA and HRA, which will be on the June 3rd agenda. Discussion Following are questions presented by Council during the discussion of the Northridge Court Apartments proposal at the April 15th meeting, but are more directly related to Downtown parking and Huber Park development. Engineering Department staff provides corresponding answers: Q: What is the cost to the City for the 39 space parking lot adjacent to the river (in place of the old park / rec building)? A: Approximately $72,000 Q: What is the cost to widen Levee Drive to provide 10 -13 parking spaces on one side, and provide adequate access to the new 39 space parking lot? A: Approximately $30,000 Other Related Parking Information . There would be approximately 91 parking spaces in a new lot east of Huber Park. . Approximately 50 parking spaces would be created in a new public parking lot to the west of Fuller St. (at the northwest corner of Fuller and First Ave-Hwy 69.). huber park pkg memo 5-20-03.doc . Under this scenario there would be 193 usable, accessible public parking spaces. Currently there are approximately 85 spaces in the lot at Fuller Street, however this lot is rarely used because access is difficult. This is an increase of 108 spaces. . Even with the additional parking as outlined here, on the occasion of a large crowd for an event at Huber Park, parking will be tight in the immediate park area. This would be similar to what is experienced during Derby Days' Taste of Shakopee. However, experience shows that people are willing to walk to such special events, and this pedestrian movement and "milling about" is beneficial to downtown's businesses and desired by business owners. . Exhibit A, "Parking Areas Near Huber Park" shows downtown public parking based on the new lots as described above. The exhibit shows location of parking lots, number of spaces per lot, and distance from Huber Park. Budget Impact These costs would be part of future capital improvement planning, and will need to be addressed at the time the development of Huber Park is discussed. There will not be a need for this additional parking until that time. Recommendation Consideration of issues for the Northridge development, and additional downtown parking should be separate items. Staff will recommend funding for parking options at the time of Huber park discussion, unless otherwise directed by the Council.
