SUBJECT: Update on Huber Park Grading

INTRODUCTION:
This memorandum is intended to update the Council as to the status of Huber Park
grading and the possibility of obtaining material for the filling of Huber Park, as
previously approved.
BACKGROUND:
City staff has completed the conditional permit and received approval by the City for
filling in Huber Park, as required by our Flood Plain Ordinance. Also, staff has checked
with the Department of Natural Resources (DNR) for their approval, which was
previously given on a plan that would fill up to elevation 723 and our current plan is
filling up to 719 elevation. According to Mark McQuillan, Natural Resource Director,
the DNR has given approval for this filling as long as it does not exceed the elevation of
723.
Recently, staff has been contacted by companies that may have excess fill and would be
looking at the Huber Park site for fill placement. Some of the possibilities for obtaining
fill could be from the Scott County jail site center on their demolition and site preparation
contract. Contractors have contacted staff and informed us that they may have up to
17,000 cubic yards of material that would be excess on that site and have inquired about
the Huber Park site. City staffhas been working on projects throughout the City, such as
the Boat Landing and Valley View Extension and there may be a possibility of excess fill
being designated from these projects to the Huber Park site. Staff has also had other
inquiries, that are in the preliminary stages of development, which may produce excess
fill and could come forward in the next few months.
The intent of this report to the City Council is to state that the approvals are in place for
the City to begin filling in the Huber Park area, as approved for future development of
this area. The second item staff would like to inform Council on is the entranceways, in
which fill could be delivered to the Huber Park site. In review of this area, there are two
main entrances for trucks to enter into Huber Park with any large volume of fill. These
entrances are Fillmore Street, off of C.R. 101 and Bluff A venue, off of Main Street and
C.R. 101. It is staffs opinion that the entranceway from Fillmore Street by commercial
property would be the preferred route for trucks to enter and exit the Huber Park site.
The City Public Works Department would be responsible for maintaining Fillmore Street
for proper access to adjoining businesses and would provide dust control during the
hauling operation. The City also would be responsible for erosion control measures, as
the fill is being placed, and those details could be worked out as fill becomes available.
This agenda item is for informational purposes and also to obtain any Council direction,
if any, on the potential filling and hauling of the fill to the Huber Park site.
ALTERNATIVES:
1. Provide staff direction on the potential Huber Park fill placement.
2. Do not provide any direction at this time.
3. Table for additional information.
RECOMMENDATION:
Staff recommends Alternative No.1, if Council has any further direction they wish to
provide staff on fill placement prior to requests being received.
ACTION REQUESTED:
Provide staff direction on the potential Huber Park fill placement, as desired.
