INTRODUCTION
Attached are Resolution No.5892, approving plans and specifications for Shakopee Athletic
Fields on 17th Avenue for Roadway, Parking Lot, Grading and Irrigation Improvements, Project
2003-5, Resolution No. 5892.
BACKGROUND
At its November 6, 2002 meeting, the City Council authorized City officials to enter into a
contract extension with WSB for surveying services of the Shakopee Athletic Fields on 17th
Avenue and directed City staff to prepare plans and specifications for improvements.
The project consists of a large irrigated turf area for seven full-size soccer fields on 35-acres,
plus parking for 172 vehicles, a storm water pond, road accesses from 17th A venue to
Independence Drive (through SACEC's new school site), and landscaping-'..- As you will see, we
are proposing to drill a well for irrigation rather than purchase City water. Based on an analysis of
water use for the site, a well will provide a two to three year payback.
Cost-Sharing/Collaboration
The project site is bordered by Sun Path School property to the west, and SACEC property to the
east. This location provides an opportunity to collaborate with each of these entities to cost-share
on construction of roadways, parking, and irrigation for the site, as well as future shared use of
facilities.
SACEC is providing roadway connections to our site from Independence Drive, as well as use of
their parking areas for City activities. The City is reciprocating with a roadway connection from
1 ih Avenue, and use of our parking area for SACEC activities. The City, SACEC, and the School
District will share in the cost of drilling a well for irrigation based on acreage of irrigated land.
Finally, Shakopee Public Utilities has identified the site for a future well field. I
As such, they will also be participating in the cost-sharing program by upgrading trail
connections. The following is a break-down ofthe proposed agreements:

*Since excess fill from the City's site will be used to grade this field, staff is proposing that the
City fund this cost. The fields will be a benefit to the City, and the costs for hauling would likely
exceed the costs for grading.
**Shakopee Public Schools has indicated that they do not have funding for installation of
irrigation at this time. However, irrigation would be a benefit to the City to ensure quality fields.
Weare including this as an alternate to determine what the cost would be, and a decision will
need to be made when the contract is awarded.
JOINT AGREEMENTS
Staff is working with representatives of the Shakopee Area Catholic Education Center (SACEC)
on a Joint Shared Use Agreement for parking lots, roadways and a shared well system. Staffis
also working with Shakopee Public Utilities Commission (SPUC) on an agreement for use of
parkland for three city wells. To avoid to digging up the fields later to install the infrastructure
(piping) for SPUC's wells, we are including that element with this project. Shakopee Public
Utilities Commission will reimburse the City for those costs.
FUNDING
Six hundred sixty thousand dollars ($660,000) is budgeted in the 2003 Parks Capital
Improvement Program for this project
APPROVAL OF PLANS/ SPECS & ADVERTISE FOR BIDS
The staff has prepared plans and specifications and anticipates to advertise for bids and bring the
bids back for City Council consideration at the June 17, 2003 City Council meeting.
ALTERNATIVES
1. Adopt Resolution No. 5892, a Resolution approving plans and specifications for the
Shakopee Athletic Fields on 17th Avenue for Roadway, Grading, Parking Lot and
Irrigation Improvements and ordering the advertisement for bids, Project 2003-5.
2. Deny Resolution No. 5892

RECOMMENDATION
Staff recommends Alternative No.1, so as to receive bids in order to construct this project in
2003 construction season.

For Roadway, Parking Lot and Irrigation Improvements,

WHEREAS, Bruce Loney, Public Works director has prepared plans and specifications for a
boat landing east ofCRIOl and on the north bank of the Minnesota River,
WHEREAS: the plans include the grading for three fields, a parking lot, a storm water pond, a
roadway from 17th A venue, a walking path from 17th A venue to the parking lot, an irrigation
system for City and Public School property, landscaping and any appurtenant work and has
presented such plans and specifications to the City Council for approval.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SHAKOPEE, MINNESOTA:
1. Such plans and specifications, a copy of which is on file and of record in the Office of the
City Engineer, are hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement
under such approved plans and specifications. The Advertisement for Bids shall be
published as required by law.
Adopted in session of the City Council of the City of Shakopee, Minnesota held this

SHARED WELL
The School District graciously accepted the City's request to re-grade the play area at Sun Path
School to accommodate an additional field for an expanding youth soccer program. The City is
responsible for all costs associated on Sun Path School property. That would include grading, turf
establishment, irrigation and operational costs for the irrigation system. The School District has
agreed to cost participation with the City and SACEC for the well system.

The staffhas prepared plans and specifications and anticipates to advertise for bids and bring the
bids back for City Council consideration at the June 17,2003 City Council meeting.
