Mark McNeill, City Administrator Prom: Jerry Poole, Deputy Chief of Police Date: May 9, 2003 Subject: Additional "Officer Down" signals for new Police building Introduction The police department is seeking authorization to enter into an agreement with General Security Services Corporation (GSSC) for 5 additional "officer down" signals to be installed in the new police building. Back2round The new police building will be equipped with a warning system that will tell other police personnel that an officer needs help in the prisoner holding cell area. The subcontractor providing the contractual service for the system underestimated our needs and did not provide a sufficient number of the warning fixtures throughout the building. These warning devices, although used infrequently, are very critical to the safety of our police officers while they interact with prisoners in a confined space. The Police Chief and I went over the building plans and determined that an additional five warning devices located in specific areas would meet the safety needs of the police officers. This lack of devices was originally addressed with the general contractor, electrical contractor and GSSC and the change order estimates came back in excess of $4000. Jon RaIl, BKV project manager, recommended that the City not accept the change order pricing, as he believed it to be excessive, particularly from the electrical contractor. He recommended the City enter into their own agreement with GSSC for the equipment and labor. This is an allowed procedure because the work requested is out of the scope of the contract. Bud2et Impact The police building contingency fund balance is $376,154. If Council authorizes this agreement the new contingency fund balance would be $373,182. Recommendation Staff recommends that the appropriate city staff enter into an agreement with General Security Services Corporation (GSSC) for 5 additional "officer down" warning devices to be installed in the new police building. Action Requested If Council concurs, they should, by motion, authorize the appropriate City staff to enter into an agreement with General Security Services Corporation for 5 additional "officer down" warning signals to be installed in the new police building for an amount not to exceed $2971.34 with the money coming from the police building contingency fund.
