CITY OF SHAKOPEE MEMORANDUM CONSENT TO: Mayor & City Council Mark McNeill, City Administrator Bruce Loney, Public Works Director FROM: Michael Hullander, Public Works Supervisor DATE: May 20, 2003 SUBJECT: Purchase of Two Single Axle Dump Trucks/Equipment INTRODUCTION: The 2003 Capital Equipment Fund, under the street division, identifies the need to replace existing truck # 1 08 and also purchase an additional Single Axle Dump Truck due to the increase in street miles. BACKGROVND: The Public Works Department is requesting to replace unit #108, a 1992 Ford LN 8000 Dump Truck. Currently Public Works budgets an annual rental rate of $7,357.00 for unit #108. The rental rate on a new unit with a cost of $105,000.00 would be $11,505.00. The rate increase for budget purposes would be $4,148.00. The state bid price for box, hoist, plows etc. expires May 31, 2003 and is expected to increase 5%. The next state bid for cab and chassis is also expected to increase 5%. Part of this is due to the new federal emissions standards. If unit # 1 08 is retained for an additional year the cost to purchase will increase approximately $10,000.00. An additional year will also reduce the re-sale value and maintenance costs will continue to rise. It is more cost effective to replace this unit now and not wait an additional year. Unit #108 was purchased under the old replacement guidelines of 10 years. At the time of purchase, additional options such as cross-memberless box construction and wheel fenders were not considered, which has lead to severe corrosion. Staff annually has to cut and weld corroded sections of the box to keep it in useable condition. Maintenance staff has kept this unit operational, but due to the condition of the box, plows and sander and increased maintenance costs we are requesting to replace it at this time. The plow assembly has 11 years of service and due to use, the assembly is twisted beyond the point of refurbishing and needs to be replaced. The wing assembly has been rebuilt on numerous occasions due to use and parts are no longer available for this particular model. The sander has 11 years of service and will need a new auger and spinner assembly due to wear, rust and corrosion and again is beyond the point of cost effective refurbishing. Attached to this memo is the mechanic's evaluation. Public Works is also requesting an additional single axle truck dump truck at this time due to the increase in street miles. Both trucks, unit # 1 08 and the additional truck will be assigned to the orange plow route, see snow plow route map attached. Last year Public Works assigned the road grader to assist on this route. With the growth expected this year the road grader will be too slow and cumbersome to efficiently assist on this route. The road grader will be re-assigned to its stand-by position. Utilizing state bid pricing the cost for the trucks and equipment are as follows: Cab and Chassis: Equipment! Attachments: Vendor Vendor Boyer Sterling Trucks J-Craft, Inc. Single Axle 39000 GVW Box, Hoist, Sander, Front Plow Sterling L 8500 Wing Plow & All Mountings Etc. $52,816.00 $52,245.55 Total Cost Per Truck $105,061.55 Total Cost For Purchase $210,123.10 State bid pricing on Equipment! Attachments ends May 31, 2003. New state bid pricing is estimated to increase 5%, which will add an additional $2,612.28 per unit. In the 2003 Capital Equipment List, the Street Division had budgeted 2 single axle dump trucks at $110,000.00 each. Public Works would like to go forward with this purchase in order to have the trucks available for the 2003-2004 snow season. ALTERNATIVES: 1. Accept the state bid pricing and authorize the purchase of two Cab and Chassis' from Boyer Sterling Trucks for the cost of$105,632.00. Accept the state bid price from J- Craft, inc. for boxes, hoists, sanders, plows and mountings for the cost of $104,491. 10 Total cost of purchases $210,123.10. 2. Deny the request to replace unit # 1 08 at this time and accept state bid pricing and authorize the purchase of one Cab and Chassis from Boyer Sterling Trucks for the cost of $52,816.00. Also accept state bid pricing from J-Craft, inc. for a box, hoist, sander, and plows and mounting for a cost of$52,245.5S. Total cost of purchase $105,061.55. 3. Do not authorize purchase. 4. Table for additional information. RECOMMENDATION: Staff recommends alternative no. 1, replace unit #108 and purchase an additional truck. ACTION REOUESTED: Move to authorize the purchase of two Cab and Chassis' from Boyer Sterling Trucks for the cost of $105,632.00. Also authorize the purchase of boxes, hoists, sanders, plows and mountings from J-Craft, Inc. for the cost of$104,491.10. Total cost of purchase $210,123.10. ~J,JLR.
